Análise e estudo comparativo das acções de mecanização florestal, respeitantes aos Fundos Comunitários, no período de 1994 a 2011, no território do Pinhal Interior

| dc.description.abstract | Sumário O presente trabalho reporta-se a um estudo sobre as acções de mecanização florestal, respeitantes ao II e III Quadros Comunitários de Apoio e Quadro de Referência Estratégico Nacional, no território do Pinhal Interior, respectivamente Acção 5.1, “Transformação e Comercialização de Produtos Agrícolas e Silvícolas”, da Medida 5, PAMAF e Acção 8, “Apoio à exploração florestal, comercialização e transformação de material lenhoso e de gema de pinheiro”, da Medida II.7, AIBT Pinhal Interiore Acção 1.3.3, “Modernização e Capacitação das Empresas Florestais”, da Medida 1.3, PRODER. Pretendeu-se avaliar a adequação das acções ao território, quantificar o incremento na capacidade instalada resultante e a sua adequação de acordo com os dados do Inventário Florestal Nacional. Foram utilizadas as bases de dados da coordenação da AIBT Pinhal Interior e da Direcção de Serviços de Inovação e Competitividade da Direcção Regional de Agricultura e Pescas do Centro. Procedeu-se ao levantamento dos valores físicos e financeiros aprovados e executados e respectivo levantamento dos equipamentos adquiridos. Verificou-se uma adequação das medidas ao território do Pinhal Interior. Observou-se a existência de um maior grau de especialização ao nível do corte e rechega/extracção. As metas estabelecidas para volume de eucalipto a laborar, por ano, nos projectos AIBT PI superam os volumes indicados anualmente, no território, de acordo com o Inventário Florestal Nacional. É notória a dinamização de uma actividade operacional com uma área de intervenção nacional ou mesmo ibérica. iii ABSTRACT The present dissertation refers to a study of the mechanization of forestry operations, relating to the II and III Community Support Framework, within the Pinhal Interior and National Strategic Reference Framework, respectively, Action 5.1, "Processing and Marketing of Agricultural and Forestry" Measure 5, PAMAF; Action 8, "Support for logging, processing and marketing of timber and gem pine", Measure II.7, AIBT Pinhal Interior; and Action 1.3.3, “Modernization and capacity building Forestry Companies”, Measure 1.3, PRODER. The author intended to evaluate the appropriateness of the actions to the territory, to quantify the increase of the installed capacity and its resulting adaptation according to data from the National Forest Inventory. Databases of the coordination of AIBT Pinhal Interior and the Directorate for Innovation and Competitiveness of Regional Agriculture and Fisheries Centre, have been used for this dissertation. Physical and financial values approved and implemented were submitted to inventory, as well as the purchased equipment. There was an appropriateness of the territory of Pinhal Interior. It was observed that there is a greater degree of specialization concerning the cut and forwarding/extraction. The targets set for volume of eucalyptus labouring, per year, in AIBT PI projects outweigh the volumes listed annually in the territory, according to the National Forest Inventory. These findings emphasize the dynamism of an operational activity, in a National or even Iberian intervention area. | pt_PT |
