| dc.description.abstract | A Lei do Serviço Militar em vigor consagra a instauração do «Dia da Defesa Nacional» como acção concreta de sensibilização da juventude portuguesa para a temática da Defesa Nacional e de divulgação do papel das Forças Armadas. O objectivo que pretendemos atingir com este trabalho é o de apresentar propostas que permitam ultrapassar os desafios decorrentes do fim do Serviço Efectivo Normal, através da construção de um modelo abrangente, no qual se insere o «Dia da Defesa Nacional», se assegura a manutenção do vínculo da Nação às Forças Armadas, e se potencia a divulgação da segurança e Defesa Nacional e a adesão dos jovens às fileiras. O estudo iniciou-se com a pesquisa bibliográfica sobre o assunto em questão e alicerçou-se no método de investigação documental e em entrevistas. Estas foram dirigidas a elementos com responsabilidades no âmbito da Defesa Nacional e do Sistema educativo, contribuindo fortemente para o melhor conhecimento das realidades e das oportunidades que se nos deparam. A abordagem da evolução recente das Forças Armadas e dos sistemas de prestação de serviço militar em Portugal, bem como do Serviço nacional francês, permitiu-nos a antevisão de soluções criativas e ajustadas a situações semelhantes. A organização do Sistema Educativo português e a importância que este devota à educação para a cidadania são extremamente importantes numa sociedade em que a identidade e a coesão nacionais devem ser permanentemente renovadas pelo exercício dos direitos e deveres de cidadania. Identificamos oportunidades que podem ser exploradas pelo Ministério da Defesa Nacional e pelas Forças Armadas, pelo que elencamos iniciativas que exortam uma maior aproximação dos jovens às questões de Defesa Nacional e propiciam o estabelecimento de relações mais cordiais. O papel do Instituto de Defesa Nacional na actual conjuntura parece-nos insuficiente pelo que apontamos caminhos que alarguem o âmbito da sua actuação e , concomitantemente, estudamos a forma como o Ministério da Defesa Nacional concebeu e estruturou o «Dia da Defesa Nacional» e a respectiva «experiência -piloto», tirando as devidas ilações, face às lições colhidas na experiência francesa da «Journée d'Appel de Preparation à la Defense». Terminamos o estudo propondo a institucionalização de um «percurso de cidadania» em Portugal, no qual o «Dia da Defesa Nacional» será mais uma etapa, mas, agora com significado e impacto muito maior junto da juventude portuguesa, que por mais informada e receptiva, a aceitará melhor reforçando o vínculo da Nação às Forças Armadas. Abstract: The Military Service Law in effect devotes the creation of «National Defence Day» to the purpose of alerting the portuguese youth to the thematic of National Defense and also to clarify the role of tthe Armed Forces. With this study we aim to present porposals taht will permit the surpassing of the shortcomings resulting from the ending of the Normal Effective Service. By forming aglobal plan in which the «National Defence Day» is included, we ensure the maintenance of the Nation's bond to the adhesion of our young men to the military service. We beagan thei study eith a bibliographic research of the matter in hand and based it on the method of documentary investigation and interviwes. We interviewed people with responsabilities within the National defence and within the Educational System thus contributing enormously to a better understanding of the everyday realities and opportunities we are faced with. The preliminary study of the Armed Forces' recent development and of the characteristics of the military service in Portugal as well as the French National Service's, enabled us to forsee the most adequate solutions for similar situations. The constitution of the Portuguese Educational System as well as the importance it gives to the education of citizenship are of extreme value to a society whose identity and national cohesion should be constantly renewed by the exercise of the citizens' rigts and duties. We recognized opportunities that can be exploredby the Ministry of Defence and by the Armed Forces and therefore we list initiatives that might persuade the young men to take an interest in matters of National Defence thus favouring a more agreeble relationship. The National Defence Institute's role in the present state of things seems to us as insifficient therefore we point out ways that will broaden it's range of action and at the same time we study the way the Ministry of National Defence conceived and structured « National Defence Day» and it's rerpective «pilot-experience». By doing this and in view of the results gathered from the French experience in «Journée d' Appel de Preparation à la Defence» we reachead the respective conclusions. We end our study by proposing the establismnet of a «course of citizenship» in Portugal in which «National Defence Day» is one of the steps to take , only this time it shall have a much greater significance and impact on the portuguese youth who will be better informed and more receptive to this Day and therefore embrace it thus strengthening the Nation's bond to the Armed Forces. | pt_PT |
