Abstract(s)
Este trabalho procurou estudar a aplicação da TIC, como recurso essencial que
possibilite interligar o sistema de informação e de comunicação no aparelho
administrativo municipal. A fim de agilizar, a partir de uma central de um recurso
tecnológico, todos os processos administrativos relacionados à SEMED e às escolas
municipais. Este estudo foi desenvolvido através de uma pesquisa exploratória que, por
meio de levantamento de dados, questionários, e da construção de gráficos no Microsoft
Word, buscou avaliar: a quantidade de funcionários da SEMED e das escolas que sabem
utilizar os recursos tecnológicos; a quantidade de computadores instalados nestes órgãos
públicos municipais; assim como, quantas destas organizações têm acesso à internet, e
etc. O resultado das amostras demostrou que há uma grande deficiência de servidores
públicos municipais que não sabem utilizar o aporte tecnológico adequadamente. E
também há um número expressivo deles que ocupam cargos e funções públicas em um
único setor e turno, destacando, neste caso, as secretarias escolares. Percebe-se, ainda,
carência de computadores nas escolas, assim como a limitação de redes que
possibilitasse acessos à internet. Isso mostra que, por meio da discussão levantada nesta
pesquisa, há possibilidade de implantação do sistema, desde que a secretaria faça uma
reestruturação organizacional e adeque os setores e funcionários a uma nova proposta
administrativa, contanto com a aquisição de recursos provenientes de alguns programas
governamentais, tanto no âmbito federal como estadual. Sendo assim, caso o sistema de
rede seja implantado, a SAINF será o setor responsável para efetivar os processos com
maior agilidade e eficácia, a fim de evitar dispêndios desnecessários que, atualmente,
são realizados manualmente.
This work sought to study the application of TIC as an essential resource that makes it possible to interconnect the information and communication system in the municipal administrative apparatus. In order to streamline, from a central technological resource, all administrative processes related to SEMED and to municipal schools. It is also noticed the lack of computers in schools, as well as the limitation of networks that would allow access to the Internet. This shows that, through the discussion raised in this research, it is possible to implement the system, provided that the secretariat does an organizational restructuring and tailor the sectors and employees to a new administrative proposal, with the acquisition of resources from some governmental programs, both at the federal and state levels. Therefore, in case the network system is deployed, SAINF will be the sector responsible to carry out the processes with greater agility and efficiency, in order to avoid unnecessary expenditures that are currently carried out manually
