| dc.description.abstract | As missões de proteção e socorro, apresentam uma complexidade variável e muito distinta face às características técnicas necessárias implementar para responder às necessidades de cada evento, pelo facto é preponderante e imprescindível a criação de doutrinas e normativos que permitem a regulamentação da intervenção operacional nas missões com carater de excecionalidade. Neste enquadramento existe um normativo designado por Diretiva Operacional Nacional (DON) n.º 1 que define e regulamenta um Dispositivo Integrado de Operações de Proteção e Socorro (DIOPS) Para as ocorrências que apresentam uma complexidade diferente, onde as exigências técnicas de intervenção, assim como a gestão e organização dos recursos humanos e materiais são mais diferenciados, foram criadas diretivas especificas para uma capacidade de resposta diferenciada, tornando-a mais eficiente e especializada, nomeadamente a DON n.º 2 para intervenção em incêndios Rurais, a DON n.º 3 para acidentes NRBQ e a DON n.º 4 para intervenção em acidentes com aeronaves. Tendo em consideração o elevado grau de complexidade das operações de Busca e Salvamento Urbano face à elevada diferenciação técnica de recursos humanos e materiais, assim como a necessidade de normalização e uniformização dos procedimentos operacionais, enquadrados nas recomendações internacionais, o presente trabalho tem como principal propósito apresentar uma proposta de uma regulamentação que normalize as missões de Busca e Salvamento Urbano através de um Dispositivo Integrado de Operações de Busca Salvamento Urbano (DIOBSU), focando também a vertente da formação inerente às necessidades de resposta operacional diferenciada | pt_PT |
| dc.description.abstract | Protection and relief missions within the scope of the protection of people and goods, present a variable complexity and very different in view of the technical characteristics necessary to implement to meet the needs of each event, as it is preponderant and essential to create doctrines and regulations that allow the regulation of operational intervention in missions with exceptional character. In this framework, there is a regulation called National Operational Directive (NOD) n.º 1 that defines and regulates an Protection and Relief Operations Integrated Device (PROID) that responds to most protection and relief missions within the scope of Civil Protection competences. For occurrences that present a different complexity, where the technical intervention requirements, as well as the management and organization of human and material resources are more differentiated, specific directives were created for a differentiated response capacity, making it more efficient and specialized. The directives in question, currently in force in the standardization of differentiated rescue operations are NOD n º. 2, which determines the Special Device for Rural Fires (SDRF), NOD n.º. 3, which regulates the Nuclear, Radiological Biological and Chemical Operations Integrated Device, (NRBQ) and NOD n.º. 4 which standardizes the Aircraft Accident Response Device (DIRACAERO) Taking into account the high degree of complexity of Urban Search and Rescue operations given the high technical differentiation of human and material resources, as well as the need for standardization and standardization of operating procedures, framed in international recommendations, this work has as its main purpose present a proposal for a regulation that normalizes the Urban Search and Rescue missions through an Urban Search and Rescue Operations Integrated Device (USROID), also focusing on the aspect of training inherent to the needs of differentiated operational response. | pt_PT |
