O presente estudo teórico analisa o potencial de integração de sistemas autónomos de voo (drones) na atividade policial, com especial enfoque na Polícia de Segurança Pública (PSP), avaliando de que forma estas tecnologias podem complementar ou substituir, à luz das práticas europeias, determinadas missões tradicionalmente realizadas por aeronaves tripuladas de descolagem e aterragem vertical (VTOL).
A investigação parte da constatação de que Portugal carece de uma estratégia nacional de meios aéreos policiais, em contraste com outros países europeus que desenvolveram modelos híbridos e interoperáveis de policiamento aéreo, combinando plataformas tripuladas e não tripuladas numa lógica de complementaridade operacional.
Com base numa revisão de literatura e análise comparada, o estudo identifica as principais vantagens, limitações e oportunidades associadas à adoção de sistemas autónomos de voo na segurança pública, destacando o seu contributo potencial para a modernização tecnológica, eficiência operacional e sustentabilidade dos meios aéreos policiais.
This theoretical study analyses the potential integration of autonomous aerial systems (drones) into police operations, with a particular focus on the Public Security Police (PSP). It examines how these technologies can complement or, in light of European practices, partially substitute certain missions traditionally carried out by manned vertical take-off and landing (VTOL) aircraft. The research stems from the observation that Portugal lacks a national strategy for police aerial assets, in contrast with other European countries that have developed hybrid and interoperable models of aerial policing, combining manned and unmanned platforms in a complementary operational framework. Based on a literature review and comparative analysis, the study identifies the main advantages, limitations, and opportunities associated with the adoption of autonomous aerial systems in public security. It highlights their potential contribution to technological modernization, operational efficiency, and the long-term sustainability of police aerial capabilities, framing this transition within the broader evolution toward a smart aerial policing paradigm..
