Recentemente, Portugal viu-se confrontado com uma grave crise económica,
obrigando a Força Aérea a reduzir o seu número de trabalhadores civis.
As messes foi uma das áreas mais afetadas, tendo implicado um esforço adicional aos
trabalhadores civis na execução das tarefas diárias.
É neste contexto que surge este estudo, que pretende analisar o impacto da redução do
número de trabalhadores civis integrados nas carreiras gerais e a exercerem funções na área
das messes (empregado de mesa, cozinheiro, copeiro e ajudante de cozinha), através de uma
estratégia qualitativa, com base em entrevistas semiestruturadas definidas através do mapa
concetual e mediante um raciocínio hipotético-dedutivo.
Com os resultados obtidos na investigação, através de análise documental e de
entrevistas semiestruturadas, conclui-se que o efetivo atual dos empregados de mesa,
cozinheiros, copeiros e ajudantes de cozinha é insuficiente para assegurar a missão das
messes da Força Aérea, verificando-se um impacto composto por atrasos e dificuldades no
serviço das refeições, culminando no encerramento de algumas messes.
No presente estudo identificou-se ainda que a solução mais indicada para promover a
substituição daqueles trabalhadores é o recrutamento de novos trabalhadores civis (quer pela
via do procedimento concursal, quer pela via da mobilidade). Abstract: Recently, Portugal was faced with a serious economic crisis, forcing the Air Force to
reduce its number of civilian workers.
The canteens were one of the most affected areas, implying an additional effort to the
civilian workers in the execution of the daily tasks.
It is in this context that this study arises, which aims to analyze the impact of reducing
the number of civilian workers integrated into the general careers and to perform duties in
the canteens (waiter, cook, butler and kitchen helper), through a strategy qualitative, based
on semi-structured interviews defined through the concetual map and through an
hypothetical-deductive reasoning.
With the results obtained in the investigation, through documentary analysis and semistructured
interviews, it can be concluded that the current size of the waiters, cooks, butlers
and kitchen helpers is insufficient to assure the mission of the Air Force canteens, an impact
composed of delays and difficulties in the service of the meals, culminating in the closing of
some canteens.
In the present study it was also identified that the most appropriate solution to promote
the replacement of these workers is the recruitment of new civilian workers (either through
the bankruptcy procedure or through the mobility route).
