Na conjuntura atual, verifica-se cada vez mais a necessidade de um maior controlo na execução
das verbas despendidas para a realização de um determinado empreendimento. Por indisponibilidade
de técnicos, que não possuem, ou que se encontram afetos a outras funções, afigura-se como solução
para os Donos de Obra o recurso a uma equipa de gestão externa que possa assegurar essas funções,
principalmente nas obras de reabilitação.
A gestão de obra, realizada por via de uma equipa multidisciplinar de fiscalização, que
representará o Dono de Obra para efeitos de controlo do planeamento (tempos e recursos), custos e
qualidade permitirá assim garantir um maior controle sobre investimento a realizar.
Para tal serão abordados os principais aspetos inerentes às funções de Fiscalização assim como
a organização e prestação de serviços, apresentando-se uma proposta de metodologia de trabalho
permitindo a gestão da informação que surge ao longo da prestação de serviços.
Apresenta-se um caso prático específico, do âmbito da fiscalização como elemento integrante
da gestão de obra, que deverá orientar a sua atividade para a análise das componentes técnicas,
financeiras e de recursos, gerindo a sua atividade de forma sistemática, definindo objetivos a atingir e
a estratégia para os alcançar, garantindo a concretização do produto final.
In the current conjuncture, the need for greater control in the execution of the funds spent for the realization of a certain project appears to be increasing. The unavailability of technicians, that do not exist or who are designated to other functions, makes the use of an external management team, that can maintain those functions, as solution to the promoters, especially in rehabilitation projects. The project management, carried out by a multidisciplinary team of supervision, which will represent the promoters for purposes of planning control (time and resources), costs and quality will thus ensure greater control over the investment to be made. To this end it will be discussed the main aspects inherent to the Supervisory functions as well as the organization and providing of services, presenting a proposal for a working methodology allowing the management of information that appear over the provision of services. It is presented a specific case study, in the context of having the Supervisory team as an integral element of the work of management which should guide their activity to the analysis of the technical components, and financial resources, managing their activity systematically, setting goals to achieve and the strategy to achieve them, ensuring the conclusion of the final product.
