Atualmente, assiste-se à emergência de novos riscos e ameaças causadas pelo fenómeno da globalização e da revolução tecnológica. Neste contexto, os estados são pressionados a repensar as políticas públicas de segurança para melhor garantirem a segurança e a tranquilidade públicas, bem como assegurar a continuidade do normal exercício dos direitos e liberdades fundamentais dos cidadãos.
No atual panorama da República da Guiné-Bissau, a atividade da Polícia de Ordem Pública, a força de segurança que tem por missão garantir a segurança das pessoas e bens, incide sobre os factos resultantes de condutas humanas que conduzem à materialidade dos delitos. Perante estes desafios securitários, torna-se necessário adotar um modelo de investigação criminal capaz de acompanhar as alterações provenientes dos efeitos da globalização, de modo a que possa garantir que os seus procedimentos são adequados à problemática do crime.
Currently, we are witnessing the emergence of new risks and threats caused by the phenomenon of globalization and the technological revolution. In this context, states are under pressure to rethink public security policies to better guarantee public security and tranquility, as well as to ensure the continuity of the normal exercise of citizens' fundamental rights and freedoms. In the current panorama of the Republic of Guinea-Bissau, the activity of the Public Order Police, the security force whose mission is to guarantee the safety of people and property, focuses on the facts resulting from human conduct that lead to the materiality of crimes. In view of these security challenges, it is necessary to adopt a criminal investigation model capable of monitoring changes arising from the effects of globalization, so that it can guarantee that its procedures are adequate to the problem of crime.
