Abstract(s)
Desde o início do século passado, até à década de 1980, as relações entre Portugal e a
Espanha foram caracterizadas pela desconfiança e pela divergência. As orientações políticoestratégicas
do país vizinho motivaram quase sempre, um caminho diametralmente oposto aos
desígnios estratégicos nacionais, como forma de garantir a tão necessária diferenciação
peninsular. Sendo raras as situações em que as orientações estratégicas seguiram rumos comuns,
quando existiram, determinaram uma desvantagem expressiva para Portugal.
O curso da história determinou aos dois Estados peninsulares, a partir do final do século XX,
uma realidade até então desconhecida para ambos. Se até aqui os países tinham estado de costas
voltadas, o projecto de construção europeu e a inserção no quadro da Aliança Atlântica, permitiu
uma convivência até então desconhecida. Este novo quadro de relacionamento determinou a
abertura de ambos ao exterior, e a partilha de responsabilidades e interesses. É neste contexto
que se pretende determinar se as opções político-estratégicas da Espanha influenciam as opções
estratégicas nacionais.
A metodologia empregue, incidiu na realização de consultas a várias obras literárias, na
procura de artigos publicados em jornais e revistas, na pesquisa de alguns sítios da Internet,
ainda na realização de entrevistas a algumas personalidades com estudos realizados neste âmbito.
A investigação realizada foi orientada para a obtenção da resposta à questão central inicialmente
colocada: “Poderão as opções político-estratégicas da Espanha, em face da menor dimensão de
Portugal, no actual ambiente internacional, condicionar as opções estratégicas nacionais?” A
resposta encontrada foi afirmativa e inequívoca, pelo que ao concluir o trabalho, sugerimos
algumas recomendações que considerámos pertinentes. Abstract: From the beginning of the 20th century, until 1980’s, the relations between Portugal and Spain
have been characterized by suspicion and divergence. The political and strategic guide-lines of
Spain have always determined the opposite action from the portuguese nation, thus assuring the
peninsular differences. There were only a few situations in which both countries have taken the
same options, but always with a notorious disadvantage to Portugal.
By the end of the 20th century a new reality, totally unknown so far, has been imposed to both
countries. The Project of a new Europe and joining the Atlantic Alliance have made the relations
between them become closer. This new situation made both countries face the world, and at the
same time share responsabilities and interests. It is under these circumstances that we must find
out if the political and strategical options of Spain are influencing the portuguese strategy.
This study has been based on the search of diverse literary books, newspapers and magazines
articles, websites, as well as on interviews made to some personalities who have worked and
studied these subjects. This investigation has been developed to get the answer to the main
question, “will the spanish political and strategical options influence the national strategy,
under the actual international context?” The answer obtained is afirmative, what makes us
conclude this essay leaving some recommendations we consider relevant.
