Em 2020 o XXII Governo Constitucional lançou um plano estratégico designado de “Estratégia
Nacional de Combate à Corrupção// 2020-2024”, focado no aperfeiçoamento do conhecimento,
da formação e das práticas institucionais em matéria de transparência e integridade por forma a prevenir e detetar antecipadamente os riscos de corrupção no setor público e comprometer o
setor privado na prevenção, deteção e repressão da corrupção, recorrendo a mecanismos de
reforço na articulação entre instituições públicas e privadas, garantindo uma aplicação mais eficaz e uniforme dos mecanismos legais em matéria de repressão da corrupção e, inclusive, melhorar o tempo de resposta do sistema judicial.
Para a obtenção de melhorias de propriedade governativa e institucional é incontestável a
importância da implementação de programas ou estratégias de combate e prevenção à
corrupção. Considerando o impacto que o ensino tem no desenvolvimento social e cívico das crianças e jovens, as boas práticas devem ser incutidas na fase inicial do referido desenvolvimento humano e, uma vez que tais valores são adquiridos e consolidados nos primeiros anos de vida consciente das crianças, é de extrema importância que o ensino seja exemplo e pioneiro no desenvolvimento, na execução e na divulgação de tudo o que é justo, claro e verdadeiro, priorizando e promovendo a boa-fé nas relações interpessoais.
Sendo a corrupção uma conduta contrária às regras da boa-fé, deve ser combatida afincadamente desde o seu início, através da implementação de medidas preventivas e punitivas que sejam relevantes para o fim desejado, a erradicação da mesma.
Toda a comunidade escolar deve ser equipada com ferramentas que permitam alcançar a
consciencialização da temática e a prática transparente das funções exercidas por cada
departamento, por forma a prevenir a influência, usura, má-fé e enriquecimento monetário ou social sem justa causa. Em Portugal, com o propósito de combater a Corrupção, foi criado o Conselho de Prevenção da Corrupção (CPC), que introduziu os Planos de Prevenção de Riscos de Corrupção e Infrações Conexas (PPRCIC), que devem ser elaborados por todas as entidades gestoras de dinheiros públicos.
O Agrupamento de Escolas de Arronches representa, através do Município de Arronches, uma das várias instituições referidas, entidade pela qual incidirá o projeto desenvolvido. Este projeto, intrinsecamente orientado para a procura da excelência, engloba, numa primeira fase, uma abordagem qualitativa, implicando uma análise minuciosa de procedimentos, documentos e informações obtidas tanto internamente quanto externamente no âmbito do Agrupamento. A iniciativa surgiu numa conversa formal com a representante do Agrupamento. De imediato, essa mesma conversa orientou a mestranda para a realização de uma análise aprofundada dos serviços administrativos, cujo setor emergiu como merecedor de uma atenção mais dedicada, quando comparado a outros departamentos dentro da instituição. O período que compreenderam a investigação e a pesquisa permitiram a aquisição do conhecimento essencial para uma compreensão completa das áreas e atividades executadas dentro do departamento. Esta análise não se limitou apenas à temática da corrupção, mas abrangeu um intuito mais amplo, procurando identificar possíveis lacunas, processos estabelecidos ou ausentes, bem como a existência ou ausência de normas e regulamentos. Este projeto não apenas revelou a competência e capacidade na compreensão dos mecanismos de controlo interno e da legislação intrínseca, mas também destacou o compromisso inequívoco do Agrupamento em ser pioneiro na adoção de medidas proativas para mitigar os riscos de corrupção e infrações conexas, contribuindo assim para uma gestão mais transparente e ética do seu funcionamento e das suas actividades

Since corruption is a conduct contrary to the rules of good faith, it must be fought vigorously from the beginning, through the implementation of preventive and punitive measures that are relevant to the desired end, its eradication. The entire school community must be equipped with tools that allow for awareness of the issue and the transparent practice of the functions carried out by each department, in order to prevent influence, usury, bad faith and monetary or social enrichment without just cause. The period that comprised the investigation and research allowed the acquisition of essential knowledge for a complete understanding of the areas and activities carried out within the department. This analysis was not limited to just the topic of corruption, but covered a broader purpose, seeking to identify possible gaps, established or absent processes, as well as the existence or absence of rules and regulations. This project not only revealed the competence and capacity in understanding internal control mechanisms and intrinsic legislation, but also highlighted the Group's unequivocal commitment to being a pioneer in adopting proactive measures to mitigate the risks of corruption and related infractions, thus contributing to more transparent and ethical management of its operation and activities
