Abstract(s)
A Semana Santa de Braga foi o primeiro evento de natureza religiosa a ser
declarado de “interesse para o Turismo”, em fevereiro de 2012, pelo
Turismo de Portugal. É um evento de massa que implica uma articulação
estreita entre a Diocese e todas as forças de segurança importantes na
manutenção da ordem pública.
Esta dissertação tem como objetivo conhecer a forma como se articulam as
forças de segurança e a Diocese de Braga na organização da Semana
Santa.
Recorremos a uma pesquisa bibliográfica e a uma contextualização teórica
do tema, complementando esta informação com a realização de entrevistas
semiestruturadas a elementos envolvidos na organização das Procissões da
Semana Santa.
Constata-se que a articulação entre a Diocese e as Forças de Segurança no
contexto da organização da Semana Santa é feita por um elemento do
Clero, não sendo realizada por nenhum profissional especializado nas
questões da segurança, algo que poderia, por si só, melhorar a eficiência
desta articulação. Ficou claro que, das Forças de Segurança, só a PSP tem
atribuída a zona urbana de Braga. A Semana Santa é considerado um
evento seguro, contribuindo, para isso, a presença maciça e organizada de
agentes da PSP na cidade de Braga nos dias do evento que tem um efeito
dissuasor de qualquer tentativa de crime.
Há um grande trabalho de articulação entre os agentes de segurança, o
Poder Local, a Diocese de Braga e outras instituições na preparação da
Semana Santa, cooperação que contribui para proporcionar bem-estar aos
cidadãos e aos visitantes da cidade de Braga.
Braga’s Holy Week is Portugal’s greatest and most ancient religious celebration, having been the very first religious event being proclaimed by the Tourism Board of national interest to the turism sector on february 2012. As a massively populated event, it requires a narrow coordination between the Diocese’s organizing comission and the scope of the security force relevant to the maintenance of order as well as preventing any potential criminal actions or terrorist threats. This essay holds as it primary objective to establish in what way the security forces and the diocese of Braga coordinate as they organize the Holy Week so as to further contribute for a more tighter and efficient relationship in so far as security concerns go, between these two entities. Pursuing the outlined objectives, we took advantage of a bibliographical research and a theoretical contextualization of the main subject, in order to assemble as realistic information as possible for the development of the research project. In or der to complemente said bibliographical information, semi structured interviews were conducted, following a screenplay of topics and questions, such as the interviewer could freely express his own opinions with no regard for conctricted timetables or word counts. These interviews were conducted with individual elements who are envolved in organizing the Holy Week’s Procession. After all relevant information was assembled, we endeavoured to understand and identify the existing coordination between the security forces and braga’s diocese, promoting a more perfect communication between them, preventing thus situations which place the holy week’s safety in check and, further, to increase the security forces quality of response, adapting it to the event’s specific characteristics and the social reality of the city of Braga. It became clear that this coordination between both parties, within the framework of the holy week, is performed by on elemento of the clergy, rather than being a specialized professional in security matters who does the job, something which in itself, improve this coordination even further. The Holy Week is considered a safe event, however, there is much work to be done, prevention and preparation wise and the massive presence of PSP agents within the city during the event days also works as a deterrent for any criminal attempt.
