Abstract(s)
O presente Trabalho de Investigação Aplicada está subordinado ao tema “A
cooperação do Exército com a Autoridade Nacional de Proteção Civil e com o Instituto da
Conservação da Natureza e das Florestas, em missões de defesa da floresta contra
incêndios”.
Com esta investigação pretende-se analisar o contributo e apoio do Exército
Português no âmbito da Defesa da Floresta Contra Incêndios Florestais.
O Exército Português, sendo um dos ramos das Forças Armadas, tem como missão
participar na defesa militar da República. Contudo, tem também outras missões atribuídas,
como a participação em missões no âmbito da Proteção Civil e tarefas relacionadas com a
satisfação das necessidades básicas e melhoria da qualidade de vida das populações.
Este trabalho tem como principais objetivos analisar como é realizado o emprego de
meios humanos e materiais do Exército Português na estratégia de Defesa da Floresta
Contra Incêndios. Identificar como e com que meios participa nas quatro fases do ciclo de
gestão da emergência e, ainda, qual a formação que os militares devem possuir para
apoiarem a Proteção Civil nestas ações.
A metodologia aplicada no estudo é baseada em vários autores ligados à
metodologia de investigação, nomeadamente Raymond Quivy e Luc Campenhoudt,
Manuela Sarmento, Marie-Fabienne Fortin.
Este trabalho encontra-se dividido em duas partes. Na primeira parte é feita uma
abordagem teórica sobre o quadro legal e concetual, de modo a verificar a legislação que
enquadra o Exército neste tipo de missões e a descrição da sua atuação na defesa da
floresta contra incêndios, com base no ciclo de gestão da emergência. Na segunda parte,
apresenta-se a fase prática, mais precisamente a recolha de informação e dados que
permitiram alcançar as conclusões e responder ao problema de estudo e ainda verificar as
hipóteses levantadas, contribuindo para as respostas às questões derivadas e à questão
central. Sendo assim, o trabalho de campo desenvolvido através da recolha de opiniões e da
experiência evidenciada, visando contribuir para a melhoria do apoio prestado pelo Exército à Autoridade Nacional de Proteção Civil e ao Instituto de Conservação da
Natureza e das Florestas.
Do resultado deste trabalho, conclui-se que o Exército Português presta apoio a
vários agentes de proteção civil, durante todas as fases do ciclo de gestão de emergência.
Confirmando-se que o Exército encontra-se melhor preparado para intervir na fase de
Prevenção e Mitigação dos incêndios florestais, numa situação que não existe stress de
incêndio, podendo colaborar na fase da resposta mas apenas em último caso.
Abstract The research work is entitled "The cooperation of the Army with the National Civil Protection Authority and the Institute for Nature and Forest Conservation in Forest fires defense missions." With this research we intend to analyze the cooperation that exists between the Portuguese Army within the Plan for Forest Protection Against Fires. The main mission of the Portuguese Army is to defend the Republic. However, it also participates in missions within the Civil Protection and tasks to improve the quality of life of the population. The objectives set for this paper intend to analyze how the human and material resources of the Portuguese Army are carried out, in the Forest Fire Protection Defense strategy. It also intends to identify how and what means are used in the four phases of the Emergency Management Cycle and what training the military must have to support these actions. The methodology used in the study is based on several authors connected to research methodology, including Raymond and Luc Quivy Campenhoudt, Manuela Sarmento, Marie-Fabienne Fortin. This work is divided into two parts. The first is carried out a theoretical approach about the legal and conceptual framework in order to verify the legislation that frames the army in such missions and the description of its performance in the defense against forest fires, based on the management cycle emergency. The second part is devoted to empirical work, specifically the collection of information and data in order to verify the hypotheses formulated from the research questions in order to answer the main question. This research work aims to improve the support among the Army, the National Authority for Civil Protection and the Institute for Nature and Forest Conservation. This paper concludes that the Portuguese Army, despite providing support and collaboration with various civil protection agents throughout the emergency management cycle, is prepared to develop prevention and mitigation actions, to act in situations where there is no stress of forest fire, however can collaborate in the response phase but only as a last resort.
