Os meios não-cinéticos têm conquistado a sua importância nos teatros de operações modernos. As Operações Psicológicas inserem-se nos meios não-cinéticos. O fenómeno abordado nesta investigação compreende a avaliação de eficácia das Operações Psicológicas, que, devido a um elevado número de razões, é de extrema dificuldade. O objectivo geral deste trabalho é fornecer dividendos para mitigar o problema da avaliação de eficácia. O raciocínio utilizado para construir esta investigação foi o método indutivo, e a estratégia de investigação a qualitativa. Os meios de recolha de dados utilizados foram a entrevista e a análise documental. O trabalho tem duas divisões principais. Numa primeira parte são identificados todos os problemas associados ao processo de avaliação de eficácia, e numa segunda parte são fornecidas as soluções para mitigar os mesmos. Conclui-se que existem cinco grandes grupos de limitações: doutrinárias, estruturais, contextuais, operacionais, e relacionadas com as competências. As principais soluções identificadas passam por aprofundar a temática nos elementos de doutrina, dar aos analistas uma completa formação académica e científica, e pela utilização de ferramentas que permitam lidar com uma grande quantidade de dados.
Non-kinetic means have gained its importance in modern theaters of operations. Psychological Operations are inserted in the non-kinetic means. The phenomenon addressed in this investigation is concerned to the assessment of the effectiveness in Psychological Operations, which, due to a high number of reasons, is extremely difficult. The overall objective of this paper is to provide contributions in solving the efficacy assessment problem. The method used to construct this research was the inductive method, and the research strategy was the qualitative strategy. The means of data collection used were the interview and document analysis. This work is divided in two main parts. In the first part, all the problems associated with the efficacy assessment process are identified, and in the second part, solutions are provided to mitigate them. We conclude that there are five major groups of limitations: doctrinal, structural, contextual, operational, and competence-related. The main solutions identified include deepening this subject in the elements of doctrine, giving analysts a whole academic and scientific training, and the use of tools that can handle large amounts of data.
