Abstract(s)
A atribuição de recursos por via do Orçamento de Estado é essencial para que a
Força Aérea cumpra a missão que lhe foi atribuída por lei. Contudo, o Estado sente uma
pressão enorme na gestão dos recursos que tem ao seu dispor, pressão essa que aumentou
com o cumprimento dos compromissos assumidos pela adesão à União Europeia. Neste
contexto, assiste-se a um conjunto de sucessivas alterações legislativas, obrigando os
serviços e organismos a ter um cuidado acrescido na justificação das verbas solicitadas à
tutela, para assim garantirem o financiamento essencial ao seu funcionamento. Uma dessas
alterações legislativas foi a obrigatoriedade dos serviços e organismos da administração
pública central elaborarem um Plano de Actividades onde, além de reflectir quais os
objectivos a atingir e quais os recursos a utilizar, servirá de base à elaboração da proposta
orçamental dessa Entidade.
No caso da FAP, desde a década de noventa, a justificação da proposta orçamental,
bem como a posterior gestão orçamental baseava-se no SIPPO – Sistema de Informação de
Planeamento, Programação e Orçamento. No entanto, este sistema começou a apresentar
sinais de obsolescência, quer pelo impacto das exigências introduzidas pelas sucessivas
alterações legislativas atrás referidas, quer pela plataforma informática em si, o que
obrigou à introdução de soluções, que apesar do seu carácter avulso, permitiam contornar
alguns dos constrangimentos surgidos.
Em 2002, o Ministro da Defesa Nacional determinou a implementação de um
sistema de informação, que para além de reflectir a adesão à Reforma da Administração
Financeira do Estado e ao Plano Oficial de Contabilidade Pública, impusesse
procedimentos normalizados a todos os Organismos dependentes da sua tutela.
Consequentemente, o Sistema Integrado de Gestão – SIG entra em funcionamento em
2006, reflectindo duas novas realidades: uma nova plataforma informática e a introdução
de novos conceitos e filosofia de gestão. Apesar da abrangência deste sistema, o âmbito
deste trabalho cinge-se à área de planeamento e controlo orçamental.
A introdução de um Sistema de Informação desta envergadura alterou radicalmente
o trabalho quotidiano dos utilizadores finais, pelo que foi elaborado um inquérito com o
intuito de avaliar de que forma esta modificação foi aceite e ao mesmo tempo compreender
se esta ferramenta efectivamente auxilia a Gestão na Força Aérea. Abstract: The attribution of resources through the Budget of State is essential so that the Air
Force fulfils the mission that was attributed to it by law. However, the State feels an
enormous pressure in the management of the resources that has to its to make use, pressure
this that increased with the compliments of the commitments assumed for the adhesion to
the European Union. In this context, a set of successive legislative alterations is attended to
it, compelling the agencies and services to have an increased care in the justification of the
requested mounts of money to the guardianship, thus to guarantee the essential financing to
its functioning. One of these legislative alterations was the obligation of the agencies and
services in the dependence of the State to elaborate a Plan of Activities where, besides
reflects which the targets to reach and which the resources to use, will serve of base to the
elaboration of the proposal budgetary of this Entity.
On the case of the Air Force, since the Nineties, the justification of the proposal
budgetary, as well as the posterior budgetary management it was based on the SIPPO.
However, this system started to present obsolescence signals, wants for the impact of the
requirements introduced for the successive legislative alterations behind related, wants for
the platform computer science itself, what it compelled to the introduction of solutions
that, despite its separated character, allowed skirting some of the appeared constraints.
In 2002, the Minister of the National Defense determined the implementation of an
information system, that besides reflects the adhesion to the Reformation of the Financial
Administration of the State (RAFE) and to the Official Plan of Public Accounting (POCP),
imposed normalized procedures to all the dependent Organisms of its guardianship. Later,
the SIG enters in functioning in 2006, reflecting two new realities: a new platform
computer science and the introduction of new concepts and philosophy of management.
It’s important to relate that the scope of this work only says respect to the planning and
budgetary control area.
The introduction of a System of Information of this spread radically modified the
daily work of the final users, for whom an inquiry was elaborated to evaluate how this
modification was accepted and at the same time to understand if this tool effectively assists
the Management in the Air Force.
