Abstract(s)
Este estudo, pertencente à temática da Administração Policial, incide sobre o Serviço Policial em Portugal, mais concretamente, o serviço da Polícia de Segurança Pública.
Os objetivos passaram, em primeiro lugar, por compreender e caracterizar a realidade do serviço policial da PSP e da disponibilidade deste serviço para o cidadão. Em segundo lugar, pela identificação de modelos distintos do modelo da PSP, caracterizá-los e explorar a existência de um modelo de disponibilidade europeu, verificando-se as tendências das policias europeias. Em terceiro, compreender as expectativas e perceções dos cidadãos face às Esquadras de Polícia e quanto à disponibilidade do serviço policial.
Assim respondeu-se à pergunta de partida desta investigação: quais as realidades e as expectativas relativas à gestão do serviço policial? Para tal feito, recorreu-se à aplicação de dois questionários, um à população e outro a forças de segurança de países europeus, bem como à análise estatística de dados das esquadras e à revisão literária.
Quanto ao serviço policial, a PSP desempenha um papel crucial no que toca à segurança, sendo as Esquadras o primeiro nível de proximidade para com a população. No entanto, algumas perderam a sua razão de existir, de tal forma que são levantadas questões como: se é necessária uma rede de infraestruturas tão grande e se é justificável o funcionamento destas durante 24 horas por dia, até porque os recursos são limitados e não têm tendência a aumentar. De facto, os resultados demonstraram que um elevado número de cidadãos não sabe o horário de atendimento ao público de uma Esquadra, mas que estas são extremamente importantes.
A própria PSP já aplicou medidas de racionalização e torna-se necessário aprender com essa experiência. Não basta a importação de um modelo internacional de sucesso. Torna-se fundamental ter em conta o fator cultural, o significado simbólico da Esquadra e as realidades locais.
A nível europeu, não existe um modelo de disponibilidade transversal, mas grande parte das Polícias têm sofrido alterações ao nível da disponibilidade, desde logo nos horários das infraestruturas policiais. Face aos períodos de indisponibilidade, estas Forças apresentam diversas alternativas, sobretudo tecnológicas (telefone e internet).
This study belongs to Police Administration´s theme and it´s about the police service in Portugal, specifically about Polícia de Segurança Pública service. The first objective was to understand and characterize the reality about the police service of PSP in Portugal and its availability to the citizens. Secondly, the current study proceeded to the identification of distinct models from PSP and its characteristics, then explored the existence of a European police model of availability and tendencies of Policies around Europe. Thirdly, the investigation sought to understand the expectations and perceptions of citizens to Police Stations and the service availableness. These objectives pursued the answer of this investigation’s core: “what are the realities and expectations about the police service management?” To do so, two surveys were applied, one to the Portuguese population and another one to the Police Forces along Europe. A statistical analysis of the Police Station´s data and a liturgical revision was also done. Regarding police service, PSP represents a crucial task in national security and the Police Stations are the front office of proximity when it comes down to citizens. However some of them lose their point of existence in such a way that questions are being risen up such as if it’s necessary have such a large infrastructure network and if the 24/7 Police stations schedule is justifiable. Resources are limited and they don’t have tendency to prosper. In fact, the results show that a substantial number of citizens don’t know the Police Station schedule to attend public, in spite of considering the Police Station a very important service. In the past, the organization PSP itself applied rationalization measures and it is necessary to learn from that experience. It is not enough import a success international police model. It is essential to count with a cultural factor, the meaning of Police Stations, what they represent and the local realities. At European level there are no such thing as a transversal availability model but a big part of Policies have suffered changes in the last years in Police Station working schedules. At unavailable times these Forces have technological alternatives such as call centres and internet services.
