| dc.description.abstract | O presente trabalho foi concebido para avaliação final no âmbito do 3.º Curso de Comando e Direção Policial da Polícia de Segurança Pública, sob o tema de Ética e deontologia da atividade policial, versando sobre a Perspetiva ético-funcional do quadro sancionatório nesta instituição policial. O trabalho teve como objetivo analisar as sanções disciplinares na instituição policial pretendendo clarificar os mesmos e tendo como intuito coadjuvar aqueles que pretendam estudar e trabalhar estas temáticas. De modo a responder às questões: Qual a importância das sanções de caráter remuneratório no quadro sancionatório disciplinar? e quais as alternativas admissíveis? foi elaborado um estudo de caso, que tem como base o quadro sancionatório disciplinar vigente e o sucedâneo. O trabalho abordou os fundamentos, fez uma comparação entre regimes, com especial atenção à incidência das sanções na remuneração dos elementos policiais infratores. Foram também adicionalmente recolhidos dados relativos ao número de sanções disciplinares entre 2007 e 2017. O trabalho concluiu que o peso da incidência remuneratória das sanções aplicadas é significativo e abordou possíveis alternativas sancionatórias. | pt_PT |
| dc.description.abstract | This work was conceived for the final evaluation of the 3rd Course of Police Command and Direction of the Portuguese Public Security Police, on the subject of “Ethics and Deontology of the Police Activity”, focusing on The Ethical-Functional Perspective of the Sanctioning Framework in this police institution. The aim of this work was to analyze the disciplinary sanctions in order to clarify them and helping further research in these topics. In order to answer to the questions: What is the importance of the remunerative sanctions in the overall disciplinary framework? and What are the feasible alternatives to it? a study case was elaborated having as a basis both the current and upcoming frameworks. The study discusses the fundamentals for sanctions and it compares the frameworks with a special focus on the remunerative sanctions over the individuals. Additionally, data related with the number of disciplinary sanctions was collected for the period between 2007 and 2017. The case study concludes that remunerative sanctions represent a significant part of the overall sanctions applied and it discusses possible alternatives to be considered as penalty tools. | pt_PT |
