O presente Trabalho de Investigação Individual tem por objetivo verificar o grau de alinhamento e de inter-relacionamento entre os acordos de cooperação da Zona de Paz e Cooperação do Atlântico Sul (ZOPACAS), do Fórum Índia – Brasil – África do Sul (IBAS) e da Comunidade dos Países de Língua Portuguesa (CPLP) e os assuntos relacionados à Segurança e Defesa no Atlântico Sul. A análise foi pautada em três manifestações do Governo Brasileiro que balizam o tema: a Política Externa Brasileira, a Política de Defesa Nacional e a Estratégia Nacional de Defesa, tendo o foco no período de 2003 a 2011, correspondente às presidências de Lula e de Dilma Rousseff. O método utilizado foi o de pesquisa exploratória, com ampla revisão da bibliografia e do estudo acerca do modelo de inserção internacional do Brasil. Foi possível concluir que o Brasil adota um padrão que privilegia a diversificação e a não-indiferença e que passou a atuar de modo mais pragmático, ao invés de mera retórica. Verificou-se que o Atlântico Sul tem merecido atenção por parte dos países por ele abrangidos e, embora o cenário em relação à política de segurança do Brasil para esta área esteja confortável e o tema possa ser identificado transversalmente nas publicações analisadas, faz-se necessário intensificar a interação sistémica entre os Estados, como forma de fortalecer as ações e majorar a capacidade de lidar com as questões na região banhada pelo Atlântico Sul. Abstract: This Individual Study aims to verify the degree of alignment and inter-relationship between the cooperation agreements of the Zone of Peace and Cooperation of the South Atlantic (ZOPACAS), Forum India - Brazil - South Africa (IBSA) and Community of Portuguese Language Countries (CPLP) and issues related to security and defense in the South Atlantic. The analysis was based on three manifestations of the Brazilian Government guiding theme: the Brazilian Foreign Policy, the National Defense Policy and National Strategy Defense, with the focus on the period from 2003 to 2011, corresponding to the presidency of Lula and Rousseff. The method used was exploratory, with a broad review of the literature and the study of a model of international insertion of Brazil. It was concluded that Brazil adopts a standard that focuses on diversification and non-indifference and began to act in a more pragmatic, rather than mere rhetoric. It was found that the South Atlantic has received attention from countries covered by it, and although the scene in relation to security policy in Brazil for this area is comfortable and the theme can be identified across the reports analyzed, it is necessary to intensify systemic interaction between states, in order to strengthen the actions and majorar the ability to deal with the issues in the region bounded by the South Atlantic.
