Abstract(s)
Esta dissertação consiste em um estudo acerca das daqueles valores (morais e éticos),
atributos e competências, que deveriam ser exigidos dos profissionais de segurança interna ou
segurança pública de Portugal, Brasil e todos os integrantes de Forças de Segurança, e em
especial aqueles devotados as atividades de Inteligência de Segurança Pública. Teve como
intento imergir, verticalmente, no estudo desses conceitos e ao desvenda-los buscar formas de
serem detectados e avaliados e o quão são estáveis para aqueles que querem exercer essa
atividade. Inicialmente se buscou demonstrar o que é a atividade de Inteligência e seus
conceitos basilares, depois pormenorizar sua atuação no campo da segurança pública ou
segurança interna. Necessário se faz buscar na ciência da Administração, com especial ênfase
na Gestão de Recursos Humanos e nessa especialização a Gestão por Competências, para
definir e conhecer conceitos até então não observados de modo sistemático pela gestão pública,
como por exemplo: recrutamento, seleção, mapeamento de competências: transversais,
técnicas, comportamentais, o perfil profissional e a avaliação de desempenho. Nos tópicos
específicos pertinentes a demonstrar o papel desempenhado pelos profissionais de segurança
pública, estabeleceu aquilo que na gestão de recursos humanos é denominado desenho do perfil
do profissional que se busca no mercado ou na própria organização, definindo suas atitudes e
condutas, desenhamos as habilidades necessárias, isso nos leva a alcançar o cerne da questão,
qual seja o perfil que desejamos e quais suas competências profissionais. Ao final, a pesquisa
apresenta uma linha de inicial de tratamento científico e técnico, para buscar profissionalizar e
estabelecer parâmetros de recrutamento e seleção dos melhores profissionais para a
imprescindível atividade de inteligência, em especial na Segurança Pública.
This dissertation consists of a study about those values (moral and ethical), attributes and competences that should be required of the professionals of internal security or public security of Portugal, Brazil and all members of Security Forces, especially those devoted the activities of Public Security Intelligence. He tried to immerse himself vertically in the study of these concepts and to unveil them to find ways to be detected and evaluated and how stable they are for those who want to carry out this activity. Initially, it was sought to demonstrate what intelligence activity is and its basic concepts, then to detail its action in the field of public security or internal security. It is necessary to seek in the science of Administration, with special emphasis on Human Resources Management and in this specialization the Management by Competencies, to define and to know concepts hitherto not observed in a systematic way by the public management, such as: recruitment, selection, mapping of competences: transversal, technical, behavioral, professional profile and performance evaluation. In the specific topics relevant to demonstrate the role played by public security professionals, established what human resources management is called drawing the profile of the professional who seeks the market or the organization itself, defining their attitudes and behaviors, designing the necessary skills, this leads us to reach the heart of the question, which is the profile we want and what their professional skills. At the end, the research presents an initial line of scientific and technical treatment, to seek to professionalize and establish parameters of recruitment and selection of the best professionals for the indispensable intelligence activity, especially in Public Security
