Abstract(s)
O exercício de comando exige, fruto da complexidade associada a essa função,
uma enorme capacidade de perceber a área em que se pretende trabalhar, assim sendo
as ferramentas digitais podem facilitar este processo, pois tornam o tempo entre o
momento em que se identifica e resolve o problema mais curto, aumentando,
inevitavelmente a capacidade de resposta. Assim, existe a necessidade de se criarem
ferramentas que diminuam o espaço de tempo entre a recolha dos dados e a tomada
de decisão.
Para tal, este projeto piloto, que se pretende criar, com base em software de
sistemas de informação geográfica, tem como principal objetivo desenvolver todos os
processos desde o momento em que se adquirem os dados através de fontes
diversificadas, até ao momento em que se entregam informações trabalhadas aos
decisores. Originando-se uma lógica de procedimentos que vão desde o
armazenamento de dados num servidor geográfico, até à aplicação do método de
análise hierárquica (Analytic Hierarchy Process - AHP). Desenvolvendo-se critérios e
métodos constantes, para que os resultados finais sejam independentes de quem aplica
este modelo, pois é necessário que os resultados finais não sejam sujeitos às
preferências de cada um, tornando-os únicos, obrigando a uma constante
aprendizagem. Neste caso, constância é primordial uma vez que, assim, se aumenta
rapidez de planeamento e decisão, melhorando-se consequentemente o exercício de
comando.

Thus, this pilot project, which is intended to be created, based on geographic information systems software, has as main objective to develop all processes from the moment they acquire the data through diversified sources to the moment when information worked to decision makers is delivered. It originates a logic of procedures ranging from storing data on a geographic server to applying the hierarchical analysis method (AHP). Developing, constant criteria and methods, so that the results are independent of who applies this model, because it is necessary that the results are not subject to the preferences of each one, making them unique, forcing a constant learning. In this case, constancy is paramount since, thus, rapid planning and decision-making increases, thereby improving the exercise of command.
