O tema deste trabalho de investigação aplicada centra-se no conceito de Three Block War. É um conceito criado pelo General norte-americano, Charles Krulak, que descreve um complexo espectro de ameaças que uma unidade pode ter de enfrentar no moderno campo de batalha. Em três fracções (quarteirões) de uma cidade, os soldados têm de ter a capacidade de conduzir uma diversidade de operaçõesmilitares em simultâneo, como por exemplo Operações de Manutenção de Paz (Peace Keeping Operations - PK), Operações Humanitárias (Humanitarian Operations - HO) e de Imposição de Paz (Peace Enforcement - PE) abrangendo um espectro de operações de baixa, média e alta intensidade. Para que uma unidade cumpra os requisitos do conceito de Three Block War, tem de estar preparada psicológica e fisicamente para realizar operações de PE num dia e realizar operações humanitárias no dia seguinte.
A importância do tema deste Trabalho de Investigação Aplicada (TIA) assenta no eventual interesse para o Exército Português em se manter actualizado e aplicar, se assim o entender, os emolumentos conceptuais e doutrináriosque vão surgindo através das lições apreendidas por outros Exércitos, nomeadamente o norte-americano e o inglês.
Neste TIA, vou analisar se o Exército Português está ou não preparado para adaptar e inserir operacionalmente esta nova conceptualizaçãoe até que escalão de força pode este conceito ser aplicado em Portugal.
Abstract The subject of this research is centred in the Three Block War concept. It is a concept developed by U.S. General, Charles Krulak, which describes a complex spectrum of threats that a unit may have to face in the modern battlefield. In three city blocks, the soldiers have to have the capacity to lead and implement a mixture of military operations in a simultaneous manner, as for example: Peace Keeping Operations (P.K.), Humanitarian Operations (H.O.) and Peace Enforcement (P.E.), enclosing a spectrum of operations of low, average and high intensity. If a unit wants to be able to implement out the requirements of the Three Block War concept, it has to be prepared psychological and physically to carry through operations of P.E. in one day and to carry through H.O. in the following day. The importance of the subject of this research workrests in the eventual interest of the Portuguese Army in keeping updated and applying - if thus is to be understood as relevant - the conceptual and doctrinal lines that are appearing through the lessons learned of other Armies, namely the Unites States and the English Army. In this research work, I will analyze if the Portuguese Army is prepared to adapt and to insert operationally this new concept and until which force level can this concept be applied
