Abstract(s)
O problema que se coloca é o de analisar o Atlântico Sul como área dos interesses nacionais, onde coexistem a paz e a cooperação, as economias emergentes e o espaço marítimo aberto, em que Portugal pode tirar vantagens na defesa e na afirmação dos seus valores. O Atlântico Sul é hoje palco de múltiplos interesses. Por um lado, verifica-se um redirecionamento da atenção mundial, designadamente da Organização do Tratado do Atlântico Norte e da União Europeia, para África. Por outro, o Brasil posiciona-se como uma potência regional, apresentando-se com uma economia emergente, aspirando a ter um papel global. Além de que Portugal mantém fortes laços com a comunidade lusófona que urge aprofundar, aproveitando o ensejo para estreitar laços no âmbito da cooperação.
A metodologia escolhida para a elaboração deste trabalho foi a do método científico, com recurso ao modelo dedutivo, incidindo na análise dos documentos, acontecimentos, factos ocorridos e entrevistas a personalidades que possam ter influência na consecução dos interesses nacionais no Atlântico Sul definidos no Conceito Estratégico de Defesa Nacional. A perspectiva de abordagem será a de considerar que uma possível orientação da Política de Defesa Nacional para esta área do globo irá potenciar a salvaguarda dos interesses nacionais.
As acções desenvolvidas por Portugal no Atlântico Sul têm-se traduzido numa continuidade política de actuação com os países da Comunidade de Países de Língua Portuguesa, no âmbito da cooperação e, em particular, de projectos de cooperação técnico-militar. Estes projectos constituem para Portugal um importante factor de afirmação no mundo e para os países seus beneficiários um factor de desenvolvimento, criando pólos de incremento económico e social, através da formação, especialização e qualificação do pessoal militar. O somatório das várias acções desenvolvidas por Portugal tem contribuído para a consecução dos seus interesses no Atlântico Sul, mormente no espaço da Comunidade de Países de Língua Portuguesa, permitindo que Portugal venha assumindo uma posição de destaque no espaço sul-atlântico e, principalmente, no seio desta Comunidade em todas as áreas que materializam os seus objectivos. Abstract: The addressed problem is to analyze the South Atlantic as an area of national interest, where coexist the peace, the cooperation, the emergent economies and the opened maritime space, where Portugal can take advantages in the defense and affirmation of its values. Today, the South Atlantic is a place of multiple interests. On one hand, the world-wide attention is being redirected to Africa, namely by the North Atlantic Treaty Organization and by the European Union. On the other hand, Brazil positioned as a regional power, presents itself as an emergent economy, inhaling to have a global role. Beyond that, Portugal keeps strong bonds with the Portuguese speaking community that, under the cooperation scope, should still be narrowed.
The scientific method was chosen as the methodology for the elaboration of this work, using a deductive model, focusing in the analysis of documents, events, and facts that took place and interviews of personalities that may have influence in the achievement of national interests in the South Atlantic, as defined in the National Defense Strategic Concept. The perspective approach considers that a possible orientation of National Defense Politics for this area of the globe will safeguard the national interests.
The activities developed by Portugal in the South Atlantic have expressed the politics status quo with the nations of the Community of Portuguese Speaking Countries, under the scope of the cooperation and, particularly, of technical-military cooperation projects. For Portugal these projects represent an important factor of affirmation in the world and for the beneficiary countries a development factor, creating clusters of economic and social increment, through the formation, specialization and qualification of the military staff. The sum of the shares developed by Portugal has contributed for the achievement of its interests in the South Atlantic, mainly in the space of the Community of Portuguese Speaking Countries, allowing Portugal to assume a prominence position in the south atlantic space and, specially, in the core of this Community in all the areas that materialize its objectives.
