Abstract(s)
O presente trabalho tem como objectivos analisar as grandes reorganizações do Exército português, desde meados do Século XVII até aos nossos dias, para que possamos ter uma visão correcta das constantes presentes ao longo da evolução do Exército e da conjuntura política, económica e social, que as envolveram, quer no cenário nacional, quer no cenário internacional, por forma a podermos retirar, as Lições Aprendidas, que nos permitam visualizar a direcção e o modo, como deve o Exército colocar-se perante os desafios que se lhe colocam na actualidade.
Este assunto reveste-se de especial importância, pelo facto de pensarmos que a sistematização da análise das reorganizações passadas, o seu desenvolvimento e concretização, poderem, de uma forma mais realista, auxiliar-nos a entender o Exército do presente e a prospectivar o Exército do futuro.
Este trabalho está organizado numa introdução, seis capítulos, Lições Aprendidas, propostas, apêndices e anexos. Os factores segundo os quais as reorganizações foram estudadas, foram o populacional, económico, político, organizacional, estratégico, liderança e técnico-táctico. Foi utilizada a investigação empírica, socorrendo-nos da observação directa intensiva através do método de entrevistas padronizadas a diversas entidades seleccionadas.
A questão central, ponto de partida deste trabalho, foi: É possível extrair Lições Aprendidas na análise das grandes Reorganizações do Exército Português?
Após a análise, as principais Lições Aprendidas foram:
- Continuidade na retracção da implantação territorial do dispositivo;
- As reorganizações deram-se em momentos de grande centralização do poder político e estabilidade política;
- Consolidação do Regimento como elo importante da cadeia logística e da base da organização;
- Importância cada vez maior da instrução e treino;
- Importância das personalidades dos líderes;
- A reforma e reequipamento têm de ocorrer em simultâneo;
- Necessidade de existir uma retaguarda estratégia;
- Não se deve reformar devido à falta de recursos, mas para que o produto operacional seja mais eficiente e eficaz;
- As reorganizações partem quase sempre do zero. Abstract: The following work intends to analyse the major reorganizations of the Portuguese Army from the middle of the 17th century to our days, so that one might have a proper vision of these constant reorganizations; as well as of the evolution of the Army and the political, economical and social spectrum in which these were involved, either in what concerns the national scenario, or the international scenario. Bearing these issues in mind, one might try to take Lessons Learned that allow us to infer the direction and the attitude the Army should take in order to face the challenges it is presented with nowadays.
This subject assumes a particular relevance because we think that the standardization of the analysis of past organizations, its development and materialization, can, in a more realistic way, help us to understand the Army of the present and envisage the Army of the future.
This work divides itself in introduction, six chapters, conclusions, proposals and recommendations, appendixes and annexes. The reorganizations were studied following the population, economical, political, organizational, strategic, leadership and technical-tactical factors. It was adopted the empirical investigation, by intensive direct observation through means of standard interviews to several chosen entities.
The main question raised and starting point of this work, was: “Is it possible to take Lessons Learned from the analysis of the major Reorganizations of the Portuguese Army?”
After the analysis, the main Lessons Learned were:
- Continuity in the retraction of the territorial implementation of the army units;
- The reorganizations occurred in moments of great centralization of the political power and political stability;
- Consolidation of the Regiment as an important link of the logistics chain and of the organization’s base;
- Increasing importance of the instruction and training;
- Importance of the leader’s character;
- The reform and re-equipment must happen simultaneously;
- The need of a rearguard strategy;
- Reform does not occur because there are no resources, but so that the operational product might be more efficient and effective;
- The reorganizations almost always start from scratch.
