Abstract(s)
Com o passar dos anos, a cidade do Rio de Janeiro tem vivenciado mudanças e
evoluções da criminalidade organizada do tráfico de drogas. Em decorrência disso, há
atualmente uma realidade permeada pela violência, em grande parte, oriunda das variadas
atividades dessas facções.
Um dos aspectos fundamentais para compreensão dessa citada evolução se dá dentro
da análise da complexidade do modus operandi criminoso. E, além disso, há necessidade de se
regressar às origens e territorialidades para melhor aprofundamento. Uma vez que essas
variáveis estão diretamente interligadas.
Buscou-se, então, analisar de que maneira se desenvolveu a criminalidade do tráfico
de drogas na cidade do Rio de Janeiro para que culminasse na sua atual prática criminosa, tal
como se apresenta, de elevado poderio bélico, conduta perversa, busca de domínio territorial
no interior das comunidades carentes e/ou favelas. E, a partir disso, verificar se existem
aproximações com o modus operandi terrorista.
Portanto, mostrou-se latente a importância em se investigar a evolução das facções
criminosas traficantes de drogas territorializadas na cidade do Rio de Janeiro para melhor
compreender e sistematizar a maneira como a violência atual está presente na realidade carioca,
assim como verificar as dinâmicas das situações de tensões e hostilidades para identificar
fatores agravantes e característicos dos dois tipos de criminalidades estudados, com suas
possíveis aproximações e distanciamentos.
Por fim, em simultâneo a isso, é preciso exercício constante de se pensar e repensar a
atividade de segurança pública, evitando que haja estagnação, em sentido amplo, das forças
policiais, em específico da Polícia Militar do Estado do Rio de Janeiro. Sendo, por isso,
importante que haja planejamento estratégico adequado e em consonância com a legislação
vigente.

As a result of this and of every study carried out, we sought to analyze how the crime of drug trafficking in the city of Rio de Janeiro developed so that it culminated in its current criminal practice, as it appears, with high military power, conduct perverse, search for territorial dominance within poor communities and / or slums. And, from that, check if there are any similarities with the terrorist modus operandi. Therefore, the importance of investigating the evolution of criminal gangs dealing with territorialized drugs in the city of Rio de Janeiro was latent in order to better understand and systematize the way in which current violence is present in the reality of Rio, as well as to verify the dynamics of situations. tensions and hostilities to identify aggravating and characteristic factors of the two types of crime studied, with their possible approximations and distances. Finally, at the same time, it is necessary to constantly think and rethink public security activity, avoiding stagnation, in a broad sense, by the police forces, specifically the Military Police of the State of Rio de Janeiro.
