Abstract(s)
As Forças Armadas Portuguesas enfrentam desafios relevantes no âmbito da gestão e formação de recursos humanos, existindo formações e cursos transversais a todos os Ramos. Torna-se pertinente avaliar a possibilidade de centralização de determinadas formações, potenciando sinergias e otimizando recursos.
O presente trabalho analisa a formação e certificação linguística dos militares, com foco na preparação para o desempenho de funções no estrangeiro. O objetivo geral foi avaliar a viabilidade da implementação de um centro linguístico integrado, através da análise das estruturas existentes, bem como dos modelos adotados pelas Forças Armadas de países aliados.
A investigação seguiu uma abordagem qualitativa, com raciocínio indutivo e recurso ao estudo de caso, baseado em análise documental e entrevistas estruturadas e semiestruturadas.
A nível nacional, os resultados demonstraram que o atual modelo descentralizado enfrenta constrangimentos, sobretudo pela escassez de recursos humanos qualificados, considerando-se vantajosa a criação de uma estrutura integrada, desde que salvaguardadas as especificidades de cada Ramo. No panorama internacional, identificou-se uma tendência crescente para a centralização da certificação e formação linguísticas, pela otimização de recursos e uniformização de procedimentos. Assim, concluiu-se ser viável e pertinente a implementação de um centro linguístico integrado, com benefícios operacionais e organizacionais relevantes para as Forças Armadas Portuguesas.
The Portuguese Armed Forces face significant challenges in the management and training of human resources, with several training programs and courses being common to all branches. It is therefore pertinent to assess the possibility of centralizing certain training activities, leveraging synergies and optimizing resources. This study analyzes the linguistic training and certification of military personnel, with a focus on preparation for international assignments. The main objective was to evaluate the feasibility of implementing an integrated language centre, through the analysis of existing structures and the models adopted by the armed forces of allied countries. The research followed a qualitative approach, with inductive reasoning and a case study methodology, based on document analysis and structured and semi-structured interviews. At the national level, results revealed that the current decentralized model faces constraints, mainly due to a shortage of qualified human resources. The creation of an integrated structure was deemed advantageous, provided that the specific needs of each branch are respected. Internationally, a growing trend towards the centralization of linguistic training and certification was identified, driven by resource optimization and the standardization of procedures. Therefore, it was concluded that implementing an integrated language center is both feasible and relevant, offering significant operational and organizational benefits for the Portuguese Armed Forces.
