Num período de fraca estabilidade financeira, importa gerir o limitado espaço orçamental, procurando-se elevar os níveis de eficiência de variados setores, nomeadamente do setor público.
Os programas de reformas estruturais são um instrumento para reestruturar setores, com o fim de melhorar a sua eficiência e os resultados orçamentais.
No estudo tratam-se os conceitos de Administração e Finanças Públicas, caracteriza-se o sistema de polícia português, tendo em apreço o contexto europeu e analisa-se o termo Fusões e Aquisições, para, posteriormente, compreender as sinergias que podem resultar da reforma que se propõe, em concreto, a fusão das Forças e Serviços de Segurança.
De modo a apurar as sinergias, teve-se como foco os encargos que resultam dos recursos humanos, viaturas e infraestruturas. Calcularam-se os custos, compararam-se as Forças e Serviços de Segurança e idealizou-se o cenário de uma Polícia única.
Conclui-se que a fusão das Forças e Serviços de Segurança possibilitará uma poupança a todos os níveis, nomeadamente, nos recursos humanos, nas viaturas e nas infraestruturas.
Por último, desenhou-se uma hipotética estrutura orgânica da Polícia única que reflete todas as valências da nova Polícia, assentando na lógica de serviços partilhados.
In a period where financing stability hangs in the balance, it’s important to manage the budget wisely. The purpose is to raise the efficiency levels in all sectors, namely on the public one. The structural reform programs are an instrument do restructure sectors, to improve their efficiency and budget results. This study explains the concepts of administration and public finances, characterizing the Portuguese police system, having the European context has a background. The concepts of Fusion and Acquisitions are also analyzed so that we can understand the results that come from the proposed reform, focusing on the fusion of the Police Forces. To find the synergies, we focused on the expenses of human resources, vehicles, and infrastructures. The costs were calculated, and the Police Forces compared, idealizing the scenario of having a single police force. We concluded that having a fusion on the Police Forces enables a saving on all levels, especially in human resources, vehicles, and infrastructures. For last, we designed a hypothetical organic structure of the single police force, incorporating all of the Police Forces valences, based on a logic of resources sharing.
