| dc.description.abstract | O tema da Segurança Energética nascido na década de 70 do século passado tem na atualidade uma importância incontornável, pois quando negligenciado coloca em risco o bem-estar, a segurança e mesmo a sobrevivência da população. Nesta área Portugal enfrenta desafios como a sua elevada dependência energética externa, um problema estrutural relacionado com a total inexistência de fontes energéticas de natureza fóssil e a sua localização periférica em relação ao centro da Europa. Adicionalmente, Portugal sofre de um problema de dupla insularidade pois está integrado na denominada ilha energética que se chama Península Ibérica e confinado entre uma Espanha com uma agenda energética própria e o oceano Atlântico. Esta ligação ao Atlântico implica que a dimensão marítima da Segurança Energética de Portugal seja vital, pois cerca de 70% da energia que mantém Portugal em funcionamento entra por esta via. A dimensão marítima dá a Portugal uma resiliência superior em termos de Segurança Energética por lhe conferir maior flexibilidade, ainda assim deve-se ter atenção à potencial ameaça que advém de alguns focos de pirataria. Portugal não tem uma estratégia de Segurança Energética perfeitamente delineada contudo na sua Estratégia Energética Nacional (ENE2020) traçou algumas linhas orientadoras, dirigidas à Segurança Energética, nomeadamente ações destinadas a garantir a segurança do abastecimento e a ambição de transformar Portugal num hub energético da Europa do sul. Abstract: The theme of energy security born in the 70's of the last century is nowadays of undeniable importance, because when neglected it jeopardizes the welfare, security and even the survival of populations. In this area Portugal faces challenges such as its high external energy dependence, a structural problem related to the total lack of fossil energy sources and its peripheral location in relation to the center of Europe. Additionally, Portugal suffers from a problem of double insularity because it is integrated in the so-called energy island called the Iberian Peninsula and confined between a Spain with its own energy agenda and the Atlantic Ocean This connection to the Atlantic implies that the maritime dimension of Portugal's energy security is vital, as about 70% of the energy that keeps Portugal in operation enter via this. The maritime dimension gives Portugal greater resilience in terms of energy security by giving it greater flexibility, yet attention must be paid to the potential threat from some sources of piracy. Portugal does not have a well-defined energy security strategy, but in its National Energy Strategy (ENE2020) it outlines some guidelines for energy security, including actions to ensure security of supply and the ambition to transform Portugal into an energy hub for southern Europe. | pt_PT |
