| dc.description.abstract | À experiência acumulada de 30 anos de vida do Centro de Audiovisuais da Força Aérea (CAVFA) e ao “saber fazer” que ainda hoje existe dentro da Instituição, num tempo cada vez mais dominado pelo poder das imagens e a sua cada vez mais fácil difusão, se acrescentadas novas capacidades às já existentes, é possível, no entender do autor, que a Força Aérea Portuguesa (FAP) venha a ter nos meios e no pessoal ligado aos Audiovisuais e multimédia um factor determinante de sucesso na construção de uma política de Comunicação Institucional voltada para o futuro e geradora de prestígio junto dos seus públicos alvo. Pretende-se, com este trabalho, estudar quais as medidas necessárias e que alternativas e que caminhos são possíveis para que os Audiovisuais da FAP se adaptem às novas realidades, aproveitando os equipamentos e os recursos existentes e se tornem num moderno e eficaz instrumento de ajuda no cumprimento da missão atribuída à FAP, na área da formação e da informação e na preservação e divulgação da nossa história. Pelas dificuldades do presente que muito se devem à falta de pessoal, deu-se particular ênfase às melhores formas de recrutar pessoal qualificado e como qualificar pessoal dentro da Instituição de modo a dotar a Força Aérea de uma rede de militares especializados que, colocados nas diversas unidades, e em coordenação com o CAVFA permitirão maior operacionalidade dos meios Audiovisuais através da efectiva captação e da rápida transmissão de material relevante para divulgação ou treino e seu posterior arquivo. O uso das novas formas de comunicação, da Internet e do e-Learning constituirão o outro lado, além do factor humano, que este trabalho procura abordar no sentido de encontrar caminhos para uma muito mais eficaz utilização desta “arma” por parte da Instituição. Abstract: To the 30 year long experience of the Air Force Audiovisual Center (CAVFA) and the “know-how” that the Institution still possesses nowadays, in a time ever more dominated by the power of images and its progressively easier diffusion, if new capabilities are added to those already existent, it is possible, in the author’s viewpoint, that the Portuguese Air Force (PoAF) might find in its audiovisual and multimedia equipment and personnel a determining factor for successfully setting up an institutional communication policy, oriented towards the future and able to generate prestige in its target public. It is the purpose of this work to study which measures are necessary and which alternatives and ways are possible in order that the PoAF Audiovisuals adapt to the new realities, making use of the existing equipment and resources and become a modern and effective supporting instrument in the fulfillment of the mission committed to the PoAF, in the training and information area and in preserving and diffusing our history. Due to the current difficulties, owed mainly to lack of personnel, particular emphasis was given to the best ways of recruiting qualified personnel and how to qualify personnel within the Institution in order to endow the Air Force with a network of specialized servicemen who, once stationed in various units and in coordination with CAVFA, will allow for a better operation of the audiovisual means by effectively capturing and quickly transmitting relevant footage for diffusion or training and subsequent archive. The use of new ways of communicating, new software and new formats of photo and video recording and editing, the Internet and the e-learning will make up the other side, besides the human factor, that this work tries to address in order to find ways for a much more effective use of this “weapon” by the Institution. | pt_PT |
