Abstract(s)
A relação existente entre as incivilidades e o desenvolvimento do sentimento de insegurança dos cidadãos tem sido alvo de investigação académica nos últimos anos. Essa relação tem ganho, cada vez mais, fundamento teórico e empírico, e a toxicodependência, enquanto incivilidade, pode contribuir para a intensificação daquele sentimento. Em Portu-gal, o fenómeno da toxicodependência passou por vários regimes legais, mas, dada a sua complexidade e a sua conexão com outros aspectos como a criminalidade e a saúde públi-ca, mantém-se presente na sociedade e assume-se como problema social. Ao Estado portu-guês cabe a tarefa de garantir a segurança dos cidadãos. Este, enquanto Estado de Direito, delega na Polícia responsabilidade imediata na abordagem às incivilidades e, portanto, ao fenómeno da toxicodependência. Todos os cidadãos fazem leituras sobre o fenómeno e formulam opiniões acerca dos toxicodependentes, que se reflectem no seu sentimento de insegurança. Assim, sobre esta temática, aferiram-se as opiniões de diferentes grupos sociais (polícias, comerciantes e residentes) que trabalham e vivem na zona do Intendente, Lisboa. As 18 entrevistas semi-directivas e semi-estruturadas a indivíduos destes grupos, sujeitas à análise de conteúdo, complementadas pela observação directa feita na área de estudo, permitem concluir que a toxicodependência constitui um factor que contribui para o sentimento de insegurança e que desperta preocupações quanto à actual abordagem legislativa.
The relationship between incivilities and the development of fear of crime among citizens have been the subject of academic research in recent years. This relationship has gained more and more theoretical and empirical support, and drug addiction, while incivili-ty, may contribute to the intensification of that feeling. In Portugal, drug addiction has known different legal policies. Although its complexity and the connection with other va-riables, such as crime and public health, it is still present in the society and defines itself as a social problem. The Portuguese State has the task of ensuring the security of citizens and delegates to the Police the immediate responsibility to deal with incivilities, and therefore with the phenomenon of drug addiction. Citizen´s judgment, as their perceptions and opi-nions about drug addiction, reflects in their fear of crime. So, on this subject, the opinions from different social groups (police officers, commercial employees/ownerships and resi-dents) who work and live in the area of the Intendente (Lisbon) were assessed through 18 semi-directive and semi-structured interviews, which were submitted to content analysis procedure. With the complement of naturalistic observation in the study area, the results suggest that drug addiction is a factor that contributes to fear of crime, showing some con-cerns about current legal approach.
