Abstract(s)
Indiscutivelmente, o panorama estratégico internacional tem vindo a sofrer profundas alterações, fruto de crises económicas alargadas a um elevado número de países, e de conflitos regionais, que condicionam os fluxos comerciais e energéticos de abastecimento global. A emergência de novas potências e a reorientação estratégica dos Estados Unidos da América, apresentam igualmente vincadas implicações nos equilíbrios regionais e globais.
Neste cenário, o Atlântico Sul, com os seus Estados ribeirinhos que, na sua maioria, revelam uma franca tendência de progresso, e onde existe uma forte implantação da lusofonia, corresponde à região aparentemente mais promissora para o desenvolvimento político e económico de Portugal, e onde despontam oportunidades, não só para a afirmação da sua presença e credibilidade no teatro internacional, através do estabelecimento de parcerias, alianças e de investimento recíproco, como também, para a sua contribuição para a promoção da paz e da segurança internacional.
Pretende-se com o presente trabalho analisar, no âmbito do Conceito Estratégico de Defesa Nacional e dos interesses nacionais, a atuação da política externa nacional, nas vertentes política, militar e económica, e verificar as oportunidades futuras, que possam contribuir para a definição de uma estratégia nacional, que conduza determinantemente à projeção e afirmação externa de Portugal. Abstract: Incontestably, the strategic international view has been coming to suffer deep changes, in result of economical crises extended to a great number of countries, and due to regional conflicts, which restrain the commercial and energetic flows of global supply. The emergence of new countries as global powers and the strategic redirection of the United States of America, equally presents strong implications in regional and global balances.
In this scenery, the South Atlantic, with its neighboring States that, in his majority, reveal a tendency to progress, and where there is a strong implantation of the Portuguese language, it corresponds to the more promising region for the Portuguese political and economical development, as well as, for the affirmation of its presence and credibility in the international theater, through the establishment of partnerships, alliances, reciprocal investment and contribution in promoting peace and international security.
The present essay intendeds to analyze, in the Strategic Concept of National Defense context and in the defense of the national interests, the acting of the external national politics, in the political, military and economical points of view, as well as, to check the future opportunities, which could contribute to the definition of a national strategy, leading to the projection and affirmation of Portugal’s international presence and credibility.
