| dc.description.abstract | A Polícia da República de Moçambique (PRM) dispõe de uma Polícia de Investigação Criminal (PIC), com inadequada estrutura orgânica, deficiente definição dos fluxos de informação e, acima de tudo, inexistência de base de dados que permita acessos em tempo real, resposta oportuna às solicitações e produção periódica de relatórios de informação. A realidade descrita é comprovada pela análise da legislação que define a organização institucional, pelos depoimentos de oficiais que conhecem a realidade da PRM e ainda pela verificação de falta de qualificação de meios humanos e materiais. Este trabalho, além de descrever a realidade policial existente, tenta apontar propostas de resolução que (i) agilizem a troca de informação através de utilização dos canais técnicos; (ii) promovam a qualificação dos recursos humanos e (iii) apostem na utilização das novas tecnologias. A eficiente e oportuna troca de informação policial contribuirá para uma investigação criminal credível que ajudará a celeridade da realização da justiça e que contribuirá para a qualidade de vida dos cidadãos e reconhecimento do serviço policial. | pt_PT |
| dc.description.abstract | The Police of the Republic of Mozambique (PRM) has a Criminal Investigation Police (PIC), with an inadequate organizational structure, with a poor definition of information pathways and, above all, lack of a database to allow a real-time access, to information an immediate response to requirements and a periodic production of information reports. The described reality is confirmed by the analyses of legislation defines the institutional organization, through the testimony of officers who know the reality of the PRM and also through the lack of qualification of human and material resources. This study describes how police works and attempts to point put some resolution proposals (i) in order to facilitate the exchange of information through the use of technical channels, (ii) to promote the qualification of human resources and (iii) the use of new technologies. The efficient and timely exchange of police information will contribute to a reliable criminal investigation that will improve the realization of justice and contribute to quality of citizens’ life and to the recognition of the police service. | pt_PT |
