A Fragata D. Fernando II e Glória é um polo museológico que se encontra em Cacilhas, Almada e está na dependência da Comissão Cultural de Marinha, órgão responsável pelo setor cultural da Marinha Portuguesa. A Marinha, para cumprir a sua missão, tem como principal meio de financiamento o Orçamento do Estado. A gestão destes recursos deve pautar-se pela rigorosa observância dos princípios da economia, eficácia e eficiência. No âmbito da cultura, a Marinha deve promover ações de divulgação cultural que possam contribuir para a divulgação e prestígio de Portugal e da Marinha.
O presente trabalho, apresenta um simulador desenvolvido com recurso a System Dynamics que permite avaliar diferentes propostas de melhoria na gestão do navio-museu. Pretende-se, com este estudo, capturar, primeiramente, num simulador as operações correntes e através da criação de cenários e respetiva simulação, será possível avaliar o impacto de determinadas tarefas na operação do navio-museu, com vista à melhoria dos seus resultados financeiros.
Os resultados da simulação consideram que a implementação das tarefas propostas nos cenários na gestão da Fragata D. Fernando II e Glória podem trazer benefícios financeiros na operação da mesma. O simulador desenvolvido é considerado uma ferramenta útil de apoio à decisão, na medida em que, permite aos gestores envolvidos avaliar os impactos de diferentes decisões ao longo do tempo.
The Frigate D. Fernando II e Glória is a museum located in Cacilhas, Almada, and is under the responsibility of the Cultural Commission of the Navy, the entity in charge of the cultural sector of the Portuguese Navy. The Navy, to fulfil its mission, has as its main means of financing the State Budget. The management of these resources must be guided by the principles of economy, effectiveness and efficiency. In the context of culture, the Navy should promote cultural actions that can contribute to the dissemination and prestige of Portugal and the Navy. This dissertation consists in develop a System Dynamics simulator that presents improvement proposals for the management of the museum ship. The study seeks to capture the current operations of the Frigate D. Fernando II e Glória within the simulator, and by creating scenarios and conducting simulations, it will be possible to assess the impact of certain tasks on the operation of the museum ship, with the goal of improving its financial results. The simulation results suggest that implementing the proposed tasks in the scenarios for managing the Frigate D. Fernando II e Glória can bring financial benefits to its operation. The developed simulator is considered a useful decision support tool as it enables the involved managers to evaluate the impacts of different decisions over time.
