O presente trabalho de investigação individual pretende avaliar o atual estado da capacidade de defesa face as ameaças NRBQ, bem como o nível de ambição e requisitos operacionais, existentes na Marinha.
Com o intuito de concretizar esse objetivo, procedeu-se à elaboração de um estudo teórico, analisando documentação nacional e internacional relevante e, recorrendo a entrevistas a organismos/indivíduos com conhecimento e influência na edificação desta capacidade na Marinha. Neste sentido, desenvolveram-se procedimentos metodológicos necessários, enquadrados numa estratégia de investigação qualitativa, num desenho de pesquisa de estudo de caso.
Com a realização deste estudo, constatou-se a inexistência de requisitos operacionais claros, precisos e objetivos, transversais às áreas do material e recursos humanos, tendo reforçado a indefinição do nível de ambição da Marinha para esta área específica.
Conclui-se que neste momento, a Marinha não possui capacidade de resposta edificada, a ameaças a incidentes NRBQ. Reitera-se que nos últimos quatro anos, os recursos materiais de que dispõe sofreram uma enorme degradação, aumentando o seu nível de obsolescência, em parte, por consequência da não priorização financeira nesta área e por último, por se verificar um desinvestimento na área de formação e treino dos recursos humanos. Abstract: This individual investigation aims to assess the current state of defense capability in the face of NRBQ threats, as well as the level of ambition and operational requirements that exist in the Navy.
In order to achieve this objective, a theoretical study was developed, analyzing relevant national and international documentation and, using interviews with organisms/individuals with knowledge and influence in the construction of this capacity in the Navy. In this sense, necessary methodological procedures were developed, framed in a strategy of qualitative investigation, in a design of case study research.
With the completion of this study, it was found that there were no clear, precise and objective operational requirements, transversal to the areas of material and human resources, having reinforced the undefined level of ambition of the Navy for this specific area.
It is concluded that at the moment, the Navy does not have the built-in response capacity to threats to NRBQ incidents. Reiterates that over the last four years the material resources at its disposal have been greatly degraded, increasing its level of obsolescence, partly as a result of the lack of financial prioritisation in this area and finally; there has been a disinvestment in the area of human resources education and training.
