| dc.description.abstract | No contexto de uma nova ordem internacional uni-multipolar e onde a globalização tem aumentado a interdependência entre os vários actores do sistema internacional, Portugal tem desenvolvido relações externas de segurança e defesa, tanto de uma forma multilateral, como bilateral, sendo o principal esforço da cooperação dirigido para os Países Africanos de Língua Oficial Portuguesa. Num quadro de cooperação internacional em matérias de segurança e defesa, onde a cooperação bilateral aparece cada vez mais integrada numa cooperação multilateral, procurou-se com este trabalho perceber qual a forma de cooperação que Portugal deve adoptar neste âmbito para o continente africano. Para esse efeito, fez-se uma abordagem conceptual da cooperação, procurando identificar as razões para os Estados cooperarem e quais as tipologias de cooperação em segurança e defesa que mais adoptam. Seguidamente, identificou-se a estratégia portuguesa para a cooperação definida nos documentos oficiais portugueses, bem como as implicações para a cooperação em segurança e defesa em África. Posteriormente, verificámos quais os principais actores externos a África com interesse no continente e respectivos programas de cooperação em segurança e defesa, e também identificámos qual a participação dos actores regionais africanos na Arquitectura de Paz e Segurança em África. Por último, aferimos das melhores áreas de cooperação para a afirmação da componente de defesa da CPLP. Abstract: In the context of a new uni-multipolar international order in which globalization has increased the interdependence between the various actors in the international system, Portugal has developed external relations of security and defense, both of multilateral and bilateral character, the main effort of the cooperation being directed to African countries of Portuguese official language. Considering the framework of international cooperation in security and defense, in which bilateral cooperation is increasingly integrated in multilateral cooperation, the present study intends to understand the type of cooperation Portugal should adopt for the African continent given the above mentioned context. To this effect, there is first a conceptual approach to cooperation with the aim of identifying the reasons for countries to cooperate and the types of security and defense cooperation usually adopted. This is followed by the identification of the Portuguese strategy for cooperation as defined by Portuguese official documents, as well as of the implications for security and defense cooperation in Africa. Then, the main external actors in Africa with interests in this continent are indicated, including their security and defense cooperation programs, as well as the main regional African participants in African Peace and Security Architecture. Finally, the best cooperation areas are identified for the establishment of a defense component in Portuguese speaking countries. | pt_PT |
