Abstract(s)
As organizações policiais, em virtude da sua posição intermédia entre o poder político
e a sociedade, estão sujeitas a dinâmicas muito variadas e a responder às exigências
que se lhes afiguram de cada uma dessas interlocuções. Esta circunstância, a par da evolução
mundial, nomeadamente a globalização e o crescendo tecnológico, trazendo consigo
novas ameaças, riscos e fenómenos criminais, impõe à Polícia uma adaptação constante
ao mundo que a rodeia.
Para dar resposta aos novos fenómenos que preocupam os governantes e os cidadãos,
as organizações policiais necessitam de realizar algumas reformas, onde podemos
enquadrar a criação de novas soluções ao nível do policiamento, desde modelos, até às
táticas e técnicas de policiamento.
Nesta investigação procuramos compreender o surgimento de uma das soluções
de adaptação da PSP aos problemas e necessidades, nomeadamente a criação e implementação
das EPRI, que surgiram de uma influência macrossocial, de modo a responder
à criminalidade violenta e grave.
Da análise realizada, para a qual se recorreu a métodos mistos, percecionámos que
o recurso tático EPRI se coaduna com os modelos de policiamento profissional e JITS,
estando também enquadrado nas Grandes Opções Estratégicas da PSP.
As EPRI resultam de um processo de implementação relativamente longo, vindo
complementar a resposta da PSP, e apresentam-se como uma mais-valia no panorama do
policiamento, algo que as tem impelido para um largo espetro de atuação, que deverá levar
a PSP a avaliar este recurso, defendendo-se a necessidade de uma revisão procedimental
Police organizations, because of their intermediate position between political power and society, are subject to some dynamics and respond to the distinct requirements that appear to them from each of these interlocutions. This circumstance, together with the world evolution, in particular globalization and technological growth, which bring with it new threats, risks and criminal phenomena, imposes on the Police constant adaptation to the world that surrounds it. In order to respond to the new phenomena that concerns governors and citizens, police organizations need to carry out some reforms, where we can frame the creation of new solutions in policing, from models, to policing tactics and techniques. In this investigation, we sought to understand the emergence of one of the PSP's adaptive solutions to the problems and needs, namely the creation and implementation of EPRIs, which arose from a macrossocial influence in order to respond to violent and serious crime. From the analysis performed, using mixed methods, we realized that the EPRI tactical resource is in line with the professional policing and JITS models, and is also part of the General Planning Guidelines of PSP. The EPRI results from a relatively long implementation process, complementing the PSP's response, and are an added value in the policing scene, which has pushed them to a broad spectrum of action, which should lead PSP to assess this resource, arguing for the need for a procedural review.
