O fenómeno da sinistralidade rodoviária é assumido como uma
preocupação a nível mundial sendo, inclusive, reconhecido pela Organização
Mundial de Saúde (OMS) como uma das principais causas de morte do ser
humano. Neste trabalho é analisada em termos gerais a evolução da
sinistralidade rodoviária em Portugal Continental entre os anos de 2010 e 2014
e em detalhe e atendendo ao objeto de estudo deste trabalho é realizada uma
análise estatística descritiva mais pormenorizada da evolução dos acidentes de
viação na cidade de Lisboa e aos fatores a ela associados. Os resultados
mostram que a sinistralidade pedonal e com veículos de duas rodas no interior
da cidade de Lisboa apresentam valores preocupantes em termos de
sinistralidade grave. Também foi possível concluir que os acidentes de viação
com vítimas ocorridos nas interceções surgem na maioria das vezes quando a
circulação é regulada por sinalização luminosa. Apuradas as causas da
sinistralidade grave conclui que devem ser tomadas medidas que permitem
reduzir o número de vítimas derivadas dos acidentes de viação. Recorrendo à
literatura existente, foram examinadas algumas metodologias e medidas para a
redução da sinistralidade testadas e implementadas noutros países. Com base
nestes estudos internacionais e nas causas e fatores determinados, no presente
trabalho, são apresentadas medidas, algumas já implementadas noutros países
com resultados positivos, que permitem reduzir o número de vítimas mortais e
de feridos graves na cidade de Lisboa, nomeadamente o aumento de ações de
fiscalização direcionadas para o controlo de velocidade e a colocação de
câmaras nas interseções reguladas por sinalização luminosa.
Road traffic injuries are a growing public health concern, as recognized by the World Health Organization (WHO) as one of the leading causes of fatalities of human beings. In this work the evolution of road accidents in Portugal between 2010 and 2014 are globally analyzed and in detail and as the scope of this work a more detailed descriptive statistical analysis of the evolution of road accidents in the city of Lisbon and the factors associated with it is carried out. The results show that pedestrian and two-wheelers accidents within the city of Lisbon lead are predominant for the number of fatalities and serious injuries. It was also possible to conclude that road accidents with injuries occurred in interceptions arise most often when traffic is regulated by traffic lights. From the causes of injury accidents is pointed out that countermeasures should be taken in order to reduce the number of victims in traffic accidents. The international literature is reviewed and the methodologies and countermeasures to reduce accidents tested and implemented in other countries are analyzed. Based on these international studies and form the causes and contributing factors obtained from the statistical analysis, some countermeasures are presented, some of them already implemented in other countries with positive results. This measures can reduce the number of fatalities and traffic injuries in Lisbon, and in particular enforcement actions directed to the speed control and the placement of cameras at intersections regulated by traffic lights are among these countermeasures.
