| dc.description.abstract | Face à conjuntura de fortes constrangimentos orçamentais, é imperativo que a Força Aérea Portuguesa exerça uma correta gestão dos recursos humanos e materiais, almejando sempre um patamar de excelência, na execução das missões superiormente atribuídas. Depende, em grande medida, de uma permanente atualização dos seus sistemas de armas, da formação do pessoal navegante e da evolução dos sistemas de informação. Para tal, este trabalho de investigação propõe-se a promover a convergência e uniformização, da instrução elementar e básica do oficial Piloto-Aviador, tendo como objetivo central a apresentação de um modelo integrado de instrução de pilotagem, suprindo as insuficiências do modelo vigente. É utilizado, como metodologia de investigação, o raciocínio hipotético-dedutivo, assente numa estratégia qualitativa, através de análise documental e realização de entrevistas a especialistas nas áreas de interesse. Os resultados mostram que CHIP e Epsilon necessitam de substituição a breve trecho; a formação do pessoal navegante precisa de ser reformulada; os sistemas de informação não satisfazem as necessidades dos utilizadores. Conclui-se, da investigação, que é possível substituir CHIP e Epsilon por um único sistema de armas, englobando a formação de pessoal navegante numa infraestrutura única, beneficiando de um sistema de informação, capaz de responder às necessidades dos utilizadores. Abstract: Faced with the situation of strong budgetary constraints, it is imperative that the Portuguese Air Force exercises a correct management of human and material resources, always aiming for excellence in the execution of the missions superiorly assigned. It depends, in a substantial extent, on a permanent update of its weapons systems, the training of aircrew and the evolution of information systems. So, this research aims to promote the commonality and standardization of elementary and basic instruction of the officer Aviator, regarding the central objective of presenting an integrated model of piloting instruction, supplying the inadequacies of the current model. The hypothetical-deductive reasoning methodology is applied, based on a qualitative strategy, through documentary analysis and interviews, to specialists in the areas of interest. The results show that CHIP and Epsilon need replacement soon; the training of aircrew needs to be reformulated; information systems do not meet the needs of users. It is concluded from the investigation that it is possible to replace CHIP and Epsilon with a single weapons system, including the training of aircrew in a single infrastructure, benefiting from an information system capable of responding to users' needs. | pt_PT |
