A Marinha possui um conjunto de serviços e sistemas na área das Tecnologias de Informação e Comunicação (TIC) de elevada complexidade, permitindo disponibilizar um leque de serviços de enorme qualidade. A velocidade com que a tecnologia evolui e se transforma obriga a que as organizações tenham nos seus quadros, pessoal com as competências necessárias na área das TIC, com formação adequada e continuamente atualizados.
Na Marinha são os Oficiais da classe do Serviço Técnico – ramo Informática (STP) quem maioritariamente assegura os cargos da área de informática. A interrupção da sua formação na Escola Naval desde 2009 levou à escassez de Oficiais nesta área, para além que o recurso ao regime de contrato se tem mostrado ineficaz.
O objetivo do trabalho é propor um modelo de formação para os Oficiais afetos às TIC, que num futuro imediato assegure a autonomia da Marinha na área.
O presente trabalho foi desenvolvido aplicando-se uma metodologia de investigação baseada no raciocínio dedutivo e de estratégia qualitativa. O desenho da pesquisa é do tipo estudo de caso.
Propõe-se como complemento de formação à nova licenciatura em Tecnologias Militares Navais, para STP, a frequência de dois semestres em estabelecimento universitário externo, com unidades curriculares específicas de informática.
The Navy has a set of services and systems in the sector of Information and Communications Technologies (ICT) of high complexity, making available an array of services of great quality. The speed at which technology evolves and changes forces organizations to have career personnel with the needed competences in the ICT sector, with adequate formation and who are continually kept up to date. In the Navy, it’s mostly the Officers from the Technical Service class – Informatics branch (STP) who occupy the positions in the ICT sector. The interruption of their formation in the Naval School since 2009 led to the lack of Officers in this sector; furthermore, resorting to the contractual regime has proved ineffective. The main objective of this work is to propose a training model for ICT Officers, which will ensure the Navy’s autonomy in the sector in the immediate future. The present work was developed through an investigation methodology based on deductive reasoning and qualitative strategy. The research design adopted is a case study type. It is proposed as a complement to the bachelor’s degree in Naval Military Technologies, for STPs, the attendance of two semesters in an external university establishment, with curricular units specific to informatics.
