Este trabalho de investigação foi conduzido no contexto das Forças Armadas Portuguesas, e com o estudo de cinco dos países pertencentes ao Movement Coordination Centre Europe, tendo como finalidade compreender a eficiência e operabilidade do Centro de Controlo de Movimentos Nacional, comparando as práticas internacionais com as atualmente existentes.
De raciocínio misto, encontra-se delimitado em conceito, ao movimento e transporte estratégico, e temporalmente, aos últimos treze anos, aquando da criação do Movement Coordination Centre Europe, recorrendo para o efeito a uma estratégia qualitativa.
Na comparação desenvolvida, e tendo por base os centros de controlo de movimentos como uma capacidade conjunta, com resultados positivos através da coordenação destes e ligação entre as diversas organizações (NATO, UE e MCCE), procurou-se, através dos conceitos de Smart Defence e Pooling and Sharing, a obtenção de eficácia e eficiência; realidade já obtida por alguns países consultados no trabalho, onde comparativamente com a realidade Nacional se realça a necessidade de atribuição de competências específicas do transporte estratégico ao Centro de Controlo de Movimentos, para que os Ramos tenham a obrigatoriedade de consulta e passagem de informação para com este, facilitando desta forma toda a coordenação e otimização dos meios cada vez mais escassos nas Forças Armadas.
This research was conducted in the context of the Portuguese Armed Forces and consulting five countries belonging to the Movement Coordination Center Europe, aiming to analyze the efficiency and operability of the Joint Movement Control Center, comparing international practices with those currently existing. From mixed reasoning, it is delimited in concept, strategic movement, and chronologically, for the last thirteen years, when the Movement Coordination Center Europe was created, using a qualitative strategy for that purpose. In the comparison developed, and based on the centers of movement control as a joint capacity, with positive results through coordination, and the link between the various organizations (NATO, EU and MCCE), it was sought through the concepts of Smart Defense and Pooling and Sharing, achieving effectiveness and efficiency; a reality already obtained by some countries consulted in the work, where the need to assign specific competences of the strategic transport to the Movement Control Center is emphasized in comparison to the National reality, so that the Branches are obliged to consult and pass information to this Center, enabling all the coordination and optimization of the increasingly scarce means within the Armed Forces.
