Abstract(s)
A otimização de processos em busca de aumentos de eficiência, têm-se verificado cada
vez mais relevante para as organizações, sejam elas públicas ou privadas, essencialmente
devido à crescente escassez e dispendiosidade dos recursos disponíveis.
A centralização das compras revela-se cada vez mais uma tendência estratégica para
atingir patamares superiores de eficiência.
A União Europeia, o Governo Português e a Força Aérea, reconhecem a importância
da parcimoniosa gestão dos recursos públicos, como um valioso bem comum, não podendo
ser desprezado o considerável volume orçamental atribuído à aquisição de géneros
alimentares para a satisfação das necessidades da própria Força Aérea, bem como o facto de
ser este o único Ramo das Forças Armadas que ainda não tem um sistema centralizado.
O presente Trabalho de Investigação Individual pretende analisar de que forma um
sistema de aquisição de géneros alimentares centralizado concorre para o aumento da
eficiência da Força Aérea.
Recorrendo a uma metodologia de raciocínio dedutivo, assente numa investigação
qualitativa e no desenho de pesquisa de um estudo de caso, conclui-se que a referida
centralização concorre para o aumento da eficiência da Força Aérea, permitindo uma melhor
gestão dos seus valiosos recursos.
Process optimization in search of higher efficiency has become increasingly relevant for organizations, whether public or private, essentially due to the growing scarcity and cost of available resources. Centralized purchasing is increasingly proving to be a strategic trend towards higher levels of efficiency. The European Union, the Portuguese Government and the Air Force themselves recognize the importance of thrifty management of public resources as a valuable common good. The substantial budget allocated to the purchase of food for the Portuguese Air Force cannot be neglected, as well as the fact that this is the only branch of the Armed Forces that does not have a centralized acquisitions system yet. This Individual Research Paper aims to analyze how a centralized food procurement system contributes to increasing the efficiency of Air Force. Using a deductive reasoning methodology, based on a qualitative research and research design of a case study, it is concluded that this centralization contributes to increasing the efficiency of the Air Force, allowing a better management of its valuable resources
