No presente Trabalho de Investigação Aplicada vamos fazer o levantamento
geracional dos valores que caraterizam o Oficial de Artilharia - no Ativo, Reserva e
Reforma – e aferir como se ordena, de forma valorativa, o desenvolvimento consciente dos
seus valores para o exercício das suas funções de comando. O objetivo deste estudo é fazer
uma abordagem integrativa dos valores da Instituição Militar em geral e dos Oficiais de
Artilharia em particular, para que possamos, em resposta à questão “Quais os valores que
os Oficiais de Artilharia consideram mais importantes para o exercício das funções de
comando?”, identificar os valores percecionados no passado, no presente e no futuro, e
classifica-los por ordem de importância e frequência.
O trabalho foi dividido em duas fases, nas quais utilizamos a metodologia de
natureza qualitativa e quantitativa. Na primeira parte, os dados foram recolhidos sobretudo
a partir da análise documental, através da revisão de literatura, onde são analisadas
questões teóricas relativas à evolução e enquadramento do conceito e definição de valor,
como também a importância dos valores na instituição militar e a sua identificação. Na
segunda parte, de índole prática, aplicamos o método indutivo na obtenção dos dados que
permitem identificar os valores que caracterizam o oficial de Artilharia, através de
entrevistas de caráter exploratório feitas presencialmente a Oficiais de Artilharia no Ativo
e posteriormente por um questionário disponibilizado aos oficiais de Artilharia no Ativo,
Reserva e Reforma, no Google Drive.
A informação recolhida, das doze entrevistas e de cento e seis respostas válidas ao
questionário, foi submetida a uma análise de conteúdo e análise de dados. Os resultados
obtidos permitem-nos concluir que os valores que caracterizam um Oficial de Artilharia
são a Lealdade, a Integridade, o Sentido de Dever, a Disciplina, o Exemplo, a Honestidade,
o Rigor, o Perfecionismo e a Minúcia. São valores que configuram os do passado, embora
redesenhados à luz da modernidade e da tecnologia atual. Quanto aos do futuro, eles serão
o que são os de hoje, mas readaptados à realidade de então.
Abstract In the present Applied Research Essay we will generationally survey the values that characterize artillery officers on active duty, reserve and retirement, and measure how the conscious development of their values towards the exercise of command is ordered. The objective of this study is to do an integrated approach to the values of the Military in general, and of artillery officers in particular, so that we can answer the question “Which are the values that artillery officers consider the most important for the exercise of command”, through the identification of the values perceived in the past, present and future and their classification by frequency and importance. Qualitative and quantitative methods are used on both parts of the thesis. On the first part, most of the data was collected using documental analysis to form the literature review, where theoretical questions related to the context and evolution of the concept of value, to the importance of values in the Military and to their identification are approached. On the second part, we apply the inductive method to identify the values that characterize artillery officers. To do so, data was obtained from exploratory interviews with active duty artillery officers, and from an online survey directed at active duty, reserve and retired artillery officers. The data collected from twelve interviews and from the one hundred and twenty six valid answers to the online survey was subject to content analysis. The results allow us to conclude that the values that characterize an artillery officer are Loyalty, Integrity, Sense of Duty, Discipline, (Leadership by) Example, Honesty, Rigor (Accuracy), Perfectionism and Minutia. Those values, while in line with the past, are adapted to modernity and to the current technological environment. We expect that an analogous process will occur to adapt the values identified to the artillery officers of the future.
