Abstract(s)
A Polícia de Segurança Pública (PSP), enquanto polícia nacional e integral,
desenvolve ações operacionais que se pretendem devidamente planeadas, de
forma a potenciar e articular os recursos disponíveis de várias valências,
mormente entre os dos Comandos e os da Unidade Especial de Polícia (UEP),
em particular do Corpo de Intervenção (CI). Consequentemente, a PSP impõe,
através da sua doutrina, a utilização racional das forças de reserva para aumentar
a capacidade de resposta operacional no combate a fenómenos criminais mais
violentos.
A gestão implica planeamento, direção, organização e controlo, como tal urge
diagnosticar e monitorizar a tipologia do empenhamento do CI enquanto força de
reserva. A dificuldade será encontrar o limite superiormente consensual de
esforço de empenhamento do CI, a partir do qual se instiga disfunções funcionais,
ausência de valor acrescentado, e, por maioria de razão, repercussões no
elevado grau de prontidão e de disponibilidade, interferindo na eficiência do seu
empenho.
The Polícia de Segurança Pública (PSP), while national and comprehensive police, develops operational actions that are to be properly planned, in order to maximize and coordinate the resources of several services, especially between Command and the Special Police Unit (SPU), in particular the Public Order Unit. Consequently, the PSP requires, through its doctrine, the rational use of reserve forces to increase operational responsiveness and efficiency against the most violent criminal phenomena. The management involves planning, direction, organization and control; as such it urges to diagnose and monitor the type of Public Order Unit's rules of engagement as a reserve force. The difficulty will be to find a consensus superior limit of the Public Order Unit commitment in its effort, a point beyond which instigates functional disorders, lack of added value and, a fortiori, the high impact degree on reliability and availability, affecting the efficiency of their commitment.
