Abstract(s)
A partilha de encargos na North Atlantic Treaty Organization, tem sido alvo de
divergências desde a fundação da Aliança, porquanto não tem existido um consenso na
forma de analisar o comportamento dos diversos Estados-Membros, bem como na
identificação de formas e instrumentos que permitam avaliar e comparar o seu contributo.
Resultante da análise da evolução da posição nacional e da contribuição atual para a
North Atlantic Treaty Organization, este estudo tem como desiderato propor contributos
para Portugal superar os desafios e explorar as oportunidades decorrentes do compromisso
assumido na Cimeira de Gales em 2014. Para tal, a investigação seguiu um raciocínio
indutivo, assente numa estratégia de investigação qualitativa e num desenho de estudo de
caso.
Em suma, constata-se que Portugal assume uma vontade inequívoca de cumprir e
honrar os compromissos assumidos no âmbito da partilha de encargos, destacando-se,
sobretudo, a sua contribuição para missões, operações e outros compromissos fora do
território nacional, colaborando decisivamente para a capacidade de dissuasão e segurança
coletiva da Aliança.
Das conclusões emergem contributos que possibilitam a Portugal e às Forças Armadas
portuguesas superar os desafios atuais, potenciando as oportunidades, de forma a alcançar
as metas estabelecidas para 2024.
Abstract: Burden sharing in the North Atlantic Treaty Organization has been the subject of
divergence since the inception of the Alliance, as there has been no consensus on how to
analyze the behavior of the different member states, as well as on the identification of ways
and instruments to assess and compare their contribution.
Starting from the analysis of the evolution of the national position and the current
contribution to the North Atlantic Treaty Organization, this study aims to propose
contributions for Portugal to address the challenges and explore the opportunities arising
from the commitment made in 2014 at the Wales Summit. To this end, the research followed
an inductive reasoning approach, based on a qualitative research strategy and a case study
design.
In short, it emerges that Portugal has a clear will to fulfill and comply with the
commitments made under burden sharing, highlighting in particular its contribution to
missions, operations and other commitments outside the National Territory, which
contributes crucially to the Alliance's capacity for deterrence and collective security.
The conclusions provide contributions that will enable Portugal and the Portuguese
Armed Forces to meet current challenges and increase opportunities to achieve the goals
set for 2024.
