| dc.description.abstract | A crescente complexidade do ambiente internacional e a intensificação das ameaças híbridas conferem uma renovada importância à vertente civil da Política Comum de Segurança e Defesa (PCSD) da União Europeia (UE), evidenciando o potencial de capacidades especializadas como a Força de Gendarmerie Europeia (EGF/ EUROGENDFOR). Esta investigação tem como objetivo propor medidas que potenciem o emprego da EUROGENDFOR nas missões civis da PCSD da UE. Seguindo um raciocínio indutivo e uma estratégia de investigação qualitativa, foi desenvolvido um estudo de caso centrado na EGF, com recurso a análise documental e entrevistas semiestruturadas junto de atores-chave da UE e da própria Força. Como principais resultados alcançados, através da análise SWOT dinâmica, evidenciam-se medidas a adotar nos planos genético, estrutural e operacional. Conclui-se ser necessário: (i) reforçar a comunicação estratégica da EGF; (ii) estabelecer representação permanente junto das estruturas da PCSD; (iii) promover uma estratégia comum entre os Estados-Membros da EGF; e (iv) replicar boas práticas consolidadas em missões anteriores como a EULEX Kosovo e a EUAM Ucrânia. Recomenda-se ainda um catálogo multinacional de capacidades e formação modular civil. Sugere-se, futuramente, comparar com outras forças de cariz gendarme e avaliar o impacto da EGF nos países terceiros onde intervém. | por |
| dc.description.abstract | The growing complexity of the international environment and the intensification of hybrid threats give renewed importance to the civilian aspect of the European Union's (EU) Common Security and Defence Policy (CSDP), highlighting the potential of specialised capabilities such as the European Gendarmerie Force (EGF/EUROGENDFOR). This research aims to propose contributions that will enhance the EGF engagement in the civilian missions of the EU's CSDP. Following inductive reasoning and a qualitative research strategy, a case study centred on the EGF was carried out, using document analysis and semi-structured interviews with key players from the EU and the Force itself. The main results achieved through the dynamic SWOT analysis include measures to be adopted at the genetic, structural and operational levels. It is concluded that it is necessary to: (i) strengthen the EGF’s strategic communication; (ii) establish permanent representation in Brussels within the CSDP structures; (iii) promote a common strategy among EGF Member States; and (iv) replicate consolidated best practices from previous missions such as EULEX Kosovo and EUAM Ukraine. A multinational catalogue of capabilities and modular civilian training is also recommended. In the future, we suggest comparing it with other gendarme forces and evaluating the impact of the EGF in the third countries where it operates. | por |
