| dc.description.abstract | O presente trabalho, subordinado Ć temĆ”tica āComando e Controlo na Artilharia AntiaĆ©reaā, pretende problematizar algumas das questƵes mais recentes relativas a matĆ©rias de seguranƧa e defesa, fruto dos mais recentes acontecimentos. Por exemplo, refira-se o abate do voo comercial na UcrĆ¢nia, entre outros inĆŗmeros casos que se constituem como fatores que levam a questionar a capacidade de defesa dos Estados face ao fĆ”cil acesso e baixo custo destes meios, Ć mercĆŖ de pessoas/organizaƧƵes criminosas e terroristas. Assim, Ć© premente a necessidade de aquisiĆ§Ć£o, por parte dos Estados, nomeadamente de Portugal, de uma Artilharia mais robusta e com um sistema de Comando e Controlo automĆ”tico capaz de combater as potenciais e provĆ”veis ameaƧas aĆ©reas. Esta investigaĆ§Ć£o pretende, entĆ£o, analisar o atual sistema de Comando e Controlo da Artilharia AntiaĆ©rea nacional, por forma a identificar as suas capacidades e, em paralelo, as suas vulnerabilidades. Concomitantemente pretende-se analisar o sistema perante as ameaƧas aĆ©reas e as operaƧƵes que deverĆ” executar no Ć¢mbito dos compromissos internacionais, com o objetivo fulcral de identificar provĆ”veis potencialidades que deverĆ£o integrar o referido sistema. Pretende-se, deste modo, propor uma revisĆ£o do atual sistema no sentido de colmatar as suas provĆ”veis lacunas e capacitando-o para uma resposta eficaz e efetiva perante eventuais ameaƧas, na esteira dos compromissos internacionais. No inĆcio apresentamos uma ārevisĆ£o de literaturaā para que o leitor se familiarize com os conceitos e nomenclatura em uso nesta reflexĆ£o. Subsequentemente, expƵe-se a metodologia empregue e sĆ£o abordados os sistemas de Defesa AĆ©rea e de Artilharia AntiaĆ©rea e, posteriormente, o Comando e Controlo. De seguida, apresenta-se uma anĆ”lise possĆvel dos dados provenientes das entrevistas executadas. Baseando-nos na investigaĆ§Ć£o realizada, conclui-se que a Artilharia AntiaĆ©rea corre o risco sĆ©rio de nĆ£o dispor de capacidade de defesa, a baixa e muito baixa altitude, se nĆ£o forem adquiridos rapidamente os materiais imprescindĆveis para que os sistemas possam cabalmente atuar. | pt_PT |
| dc.description.abstract | The present work, themed āThe Command and Control on the Air Defense Artilleryā, aims to identify some of the most recent concerns about defense and security, regarding some recent events. For instance, the downing of a commercial airliner over Ukraine, or the drones which threaten nuclear power plants, this and many other cases, are themselves factors that lead us to question the defense of the sovereign states, bearing in mind the easy access and low cost of these kind of means, available to people or organizations with criminal or terrorist intentions. Therefore, it is important to have a more robust Air Defense Artillery, with an automatic Command and Control system to face potential and probable aerial threats. This study aims to analyze the current national Command and Control system of the Air Defense Artillery, identifying its capabilities and, at the same time, its vulnerabilities. Simultaneously, we aim to analyze the Air Defense Artillery Command and Control System regarding airborne threats in the operations, on which it may be used, under the light of international commitments, identifying possible capabilities that should be integrated in the system. Our objective is to present a proposional to upgrade and reequip the current system, erasing its limitations and making it effective against eventual threats, and in compliance with the international commitments. The work starts with a bibliographical review, to familiarize the reader with the terms and concepts used in this study. Subsequently, the methodology is presented. After that, we present some information regarding Air Defense Artillery and Air Defense, with special attention to the nuclear subject, the Command and Control. Afterwards, it is presented the data analysis, obtained from the interviews. Based on the research that was done, we conclude that if the materials needed for the Command and Control system are not acquired, the Air Defense Artillery may lose its short and very short range air defense capabilities. | pt_PT |
