| dc.description.abstract | “Índia uma Potência Emergente” é um trabalho de interpretação da realidade indiana actual, em todas as suas perspectivas, com especial ênfase na análise das relações político-diplomáticas e económicas com os diferentes Estados, de forma a identificar as tendências de evolução. Inicia-se com um «diagnóstico» ao papel da Índia no quadro político internacional, procurando identificar o seu valor geopolítico para a região asiática. Da análise efectuada verifica-se que a Índia, pela sua posição geoestratégica, situada entre a China e o flanco Sudeste da Rússia e com franco domínio sobre as rotas energéticas entre os Orientes Próximo e Afastado, pela sua dimensão territorial, características demográficas e recursos, é um elemento charneira em toda a Ásia, afirmando-se como uma potência marítima regional. Seguidamente, analisam-se os factores do Potencial Estratégico procurando identificar as “potencialidades” e “vulnerabilidades” que permitam entender as relações de poder, cooperação e de conflitualidade. De seguida, concluir-se-á sobre a possibilidade de a Índia utilizar, como instrumentos de coação, a sua política externa, a sua capacidade militar e económica. A “maior democracia do mundo”, com 5000 anos de civilização assenta a sua unidade nos princípios da democracia: laicismo e o Estado de Direito. É o 2º país mais populoso do mundo; é a 12ª economia mundial e a 2ª com crescimento mais rápido (cerca de 8% de crescimento anual do PIB). O seu PIB, sendo o 4º maior do mundo, apresenta um conjunto de oportunidades únicas ao mercado global, embora, internamente o país apresente grandes assimetrias regionais e preocupantes disparidades sociais. As suas Forças Armadas são as 3ª maiores a nível mundial. A Índia possui a capacidade nuclear, desde de 1974. A política externa indiana tem como principal prioridade, a manutenção das relações com o Paquistão, a China, os Estados Unidos e a Rússia, seguida pelo relacionamento com os seus países vizinhos no Sul da Ásia. A terceira prioridade é o seu relacionamento com a União Europeia, sendo o Sudeste Asiático a quarta. Finalmente, em quinto lugar encontram-se os arranjos multilaterais, direccionados para a defesa dos interesses dos países não desenvolvidos, em especial nos processos de negociação internacionais, e o relacionamento com a América Latina. O cenário mais provável, e concomitantemente, menos perigoso e o mais desejável, para a estabilidade do sistema é a emergência progressiva da Índia, através de estabelecimento de relações de cooperação, no pressuposto de que, um mundo multipolar, favorecerá a acomodação geral. Abstract: India, an emerging power is an interpretation of today’s Indian reality work, in all its perspectives, with a special focus on the analysis of the political-diplomatic and economical relations with the different States in a way as to identify the tendencies of evolution. It begins with a “diagnosis” of India’s role in the international political design, trying to identify its geopolitical value for the Asian region. From the analysis done, one verifies that India, by its geo-strategic position, situated between China and the South-eastern Russian flank and having a unreserved domain over the energetic routes between the near and far East, by its territorial dimension, demographic characteristics and resources is a hinge element in all Asia, which turns it into a regional maritime power. Then, we will analyse the Strategic Potential factors trying to identify the “potentialities” and “vulnerabilities” which will enable us to understand the power, cooperation and vulnerability relations and to draw conclusions on the capacity of using the external politics, the military and economic capacity on SPI as coercion instruments. The “biggest democracy in the world”, a 5000 year-old civilization, sets its unity on the principles of democracy: secularism and the lawful State. It is the second most populous country in the world with an elevated literacy rate; the twelfth world economy and the second with the fastest growth (about 8 % of the GDP’s annual growth). Its GDP is the fourth major in the world, presenting a unique amount of opportunities to the global market, although internally it has big regional asymmetries and concerning social disparities. Its Armed Forces are the third biggest in the world. India has nuclear capability, since 1974. The Indian foreign policy has as its main priority, the maintenance of relations with Pakistan, China, the United States of America and Russia, followed by its relation with its neighbours in the South of Asia. The third priority is the relation with the European Union, being Asia’s Southeast the fourth. Finally, on fifth place come the multilateral arrangements directed to the defence of the underdeveloped country’s interests in the international negotiation processes and the relation with Latin America. The most likely scenery, and concomitantly, less dangerous and more desirable, to the stability of the system is the progressive surfacing of India, through the establishment of cooperation relations, on the assumption that a multipolar world, promote the general accommodation. | pt_PT |
