Abstract(s)
A Força Aérea Portuguesa (FAP) vive um período de restrição orçamental devido à
conjuntura político-económica que o país atravessa em todos os quadrantes. Esta situação
implica que, cada vez mais, exista a necessidade de se rever os procedimentos logísticos de
modo a torná-los mais eficazes e eficientes para que possam responder à prontidão
desejada para os seus Sistemas de Armas.
Dentro de todo o Sistema Logístico, a actual Gestão de Material caracteriza-se por
uma extrema morosidade associada a uma excessiva burocratização, tanto ao nível da
Aquisição, como da Recepção e da Distribuição de material, o que resulta numa ineficácia
de resposta às necessidades.
Como tal, considerou-se importante analisar o enquadramento legislativo e fazer
uma breve abordagem a certos sistemas de aquisição de material, dos quais a FAP também
utiliza alguns.
Foi, também, efectuada uma pequena introdução aos Identificadores Automáticos
de Gestão de Material e à sua importância na simplificação de procedimentos, resposta
rápida e aumento da produtividade neste contexto.
Considerou-se, igualmente, importante analisar a situação actual do Sistema de
Gestão de Material, assim como efectuar uma breve abordagem ao sistema que a Marinha
Portuguesa aplica na gestão dos seus helicópteros e ao sistema da empresa TAP.
Por fim, sugere-se a implementação de um novo modelo de Gestão de Material em
substituição do actual que, por um lado o tornasse mais flexível e, por outro, com o auxílio
dos novos sistemas de informação, aumentasse o seu nível de eficiência.
No final faz-se uma série de recomendações que poderão vir a contribuir para a
modernização da FAP, no que concerne a esta área muito específica e importante para a
prontidão dos meios aéreos como é a Gestão de Material. Abstract: The Portuguese Air Force (PoAF) lives a period of budgetary restraint due to the
political and economic climate. This implies that, increasingly, there is a need to review
the logistical procedures to make them more effective and efficient so that they can
respond promptly to its Weapon Systems.
Within the entire Logistical System, the current Materials Management is
characterized by an extreme slowness linked to an excessive bureaucratic, both in terms of
acquisition, receipt and distribution of material, resulting in an ineffective response.
In that sense, it is important to examine the legislative framework and make a short
approach to certain systems of acquisition of material, some of them also used by PoAF.
It was made a brief introduction to Identifiers Automated Material Management
and its importance to the simplification of procedures, quick response and increased
productivity in this context.
It was also consider important to analyse the current situation of Material
Management System, as well as make a short approach to the system that the Portuguese
Navy uses in the management of their helicopters and the system of the company TAP.
Finally, it is suggested the implementation of a new model of Materials
Management to replace the one, in order to make it that on the one hand to become more
flexible and, to increase their level of efficacy through the introduction of new information
systems.
At the end there is a series of recommendations that could contribute to the
modernisation of the PoAF, with regard to this specific and very important area for the
readiness of the aircraft as is the Materials Management.
