Abstract(s)
A realização de grandes eventos desportivos motiva a deslocação a recintos desportivos de grandes massas de espetadores, o que significa que as áreas urbanas adjacentes às infraestruturas onde tais eventos se realizam sofrem o impacto físico e humano que esse fenómeno compreende. Por outro lado, face aos dias de normalidade, constata-se a existência de alterações consideráveis nos meios policiais envolvidos no policiamento de grandes eventos desportivos, assim como no tipo/localização da criminalidade registada.
O presente trabalho pretende aferir quais as dimensões sócio-urbanas e policiais relevantes para o desenvolvimento de uma análise integrada de impacto dos grandes eventos desportivos. Como campo de estudo optou-se pelo recinto desportivo do Sport Lisboa e Benfica, na Cidade de Lisboa. Os objetivos principais consistiram em identificar perímetros onde os eventos têm lugar, registar ações policiais e seus âmbitos de aplicação, assim como aferir o nível de impacto dos eventos para uma área mais alargada (podendo compreender toda a metrópole urbana).
Relativamente ao método utilizado, foram observados eventos desportivos da Liga NOS (época 2017/2018), aplicaram-se entrevistas a entidades policiais e a moradores das áreas urbanas limítrofes ao recinto desportivo, tendo ainda sido analisados dados criminais, obtidos através de registos policiais.
Sistematizada a informação, concluiu-se que a construção de uma análise integrada de impacto deve abranger a caraterização do tipo/localização do crime, do empenhamento de efetivo policial, do âmbito/local das ações policiais, das zonas de concentração de adeptos e de viaturas, das preocupações sentidas por terceiros (não são espetadores mas são influenciados pelo evento), bem como das vias de trânsito e percursos pedonais utilizados. Desta forma, os grandes eventos desportivos no recinto do Sport Lisboa e Benfica têm grande impacto ao nível sócio-urbano e policial para o funcionamento da Cidade de Lisboa.
O estudo compreende ainda um modelo de registo de informação multitemático que se entende poder suportar uma avaliação integrada do impacto dos grandes eventos desportivos.
The major sporting events motivates the movement of large amounts of spectators towards sports precincts, which means that the urban areas close to the infastructures where these events take place suffer a physical and human impact caused by this phenomenon. Also, in comparison to normal days, it is verified that there are considerable changes in the police means involved in the policing of major sporting events, just as in the type/location of the registered crime. This work’s intention is to assess which are the socio-urban and police dimensions that are relevant for the development of an integrated impact analysis of major sporting events. As a field of study, it was chosen the Sport Lisboa e Benfica’s sports precinct, in the City of Lisbon. The main objectives of this study were to identify the perimeters where these events take place, to register police actions and the cases in which they were applied, and to assess the level of impact that these events have on a wide area (such as the whole city). As for the used method, sports events from Liga NOS (season 2017/2018) were observed, police entities and residents of areas which are adjacent to sports precincts were interviewed and criminal data, which was gathered from police records, was analyzed. After systematizing the information gathered, it was concluded that the construction of an integrated impact analysis should include the features of type/location of the crime, the commitment of the police officers, the scope/location of the police actions, the concentration zones of spectators and vehicles, the concerns of those who are not spectators but are influenced by the event and the roads and routes used by vehicles and pedestrians. In this way, the major sporting events in the Sport Lisboa e Benfica’s sports precint have a great impact in a socio-urban and police level and in the operation of the City of Lisbon. This study has, yet, a multithematic information record model, which is thought to be able to provide an integrated impact assessment of the major sporting events.
