Abstract(s)
A Estratégia Europeia da Turquia é, indiscutivelmente, uma questão bastante mediática das Relações Internacionais pela elevada importância que lhe é dada, mas também porque é um assunto com interesse geral para Portugal e para as Organizações e Alianças onde nos encontramos inseridos, em particular, na área de Segurança e Defesa.
As consequências de uma adesão turca poderão ter um forte impacto no processo de construção europeia, assim como nos benefícios ou inconvenientes que daí poderão advir para a construção de um pilar sólido em Segurança e Defesa. É evidente, que face a uma integração da Turquia na União Europeia as fronteiras de segurança da Europa abrir-se-ão para uma nova região de fronteira. Esta fronteira leste da União é uma das mais complexas, havendo que controlar fenómenos como a imigração ilegal, o crime organizado e o perigo de contágio de várias crises regionais.
A Turquia tem vindo a desenvolver algumas reformas com o intuito de implementar um conjunto de alterações na vida política interna do país, como por exemplo, a intervenção dos militares na vida política e as alterações à constituição estabelecendo alguns direitos à minoria étnica curda. Ao implementar este conjunto de reformas espera entrar na UE, daí que se tenha
de gerir o relacionamento com a Turquia para que a desilusão deste país com as conclusões de Copenhaga, não diminua o ímpeto reformista do governo, nem os seus bons ofícios para a resolução do caso de Chipre, passando também pelo relacionamento com a Grécia.
Para Portugal e para a UE, a adesão turca poderá trazer-nos a capacidade de estabilizar a fronteira a Leste, contribuindo para a Segurança e Defesa europeia, embora, dependa inevitavelmente das capacidades que a Europa detenha para poder influenciar.
Por fim, esta visão prospectiva de adesão da Turquia à UE, acompanhada de uma estratégia integrada de Segurança e Defesa europeia bem delineada e com objectivos claros para todos os Estados Membros, conduzirá a que o problema de Segurança e Defesa da Europa se aproxime rapidamente da realidade. Abstract: The European Strategy of Turkey is, indisputably, a quite important subject of the International affairs, not only due to the great importance that is given to it, but also because it is a subject with general interest for Portugal and for the Organizations and Alliances to which
we belong, namely those related to Safety and Defence.
The consequences of a Turkish European membership can have a deep impact in the process from European construction, as well as in the advantages and disadvantages that can occur to the building of a solid pillar in Safety and Defence. It is evident that, with the integration of Turkey in the European Union the borders of safety of Europe will open up for a new border area. This eastern border of the Union is one of the most complex borders, since it
faces serious phenomena as the illegal immigration, the organized crime and the danger of spreading of several regional crises.
Turkey has been implementing a group of reforms in order to change some domestic affairs of the country, such as reducing the intervention of the military in the political life and establishing some rights to the Kurdish ethnic minority. Implementing this group of reforms, the country hopes to join the EU that is why the relationship with Turkey has to be carefully managed. The disillusion of this country with the conclusions of Copenhagen can’t decrease the government's reformist impulse, nor stop their positive steps towards the solution of the
case of Cyprus, or their relationship with Greece.
For Portugal and for the EU, the Turkish membership can be a way to stabilize the eastern border, contributing to the Safety and European Defence, although it depends unavoidably on the European ability to influence the process.
Finally, this prospective vision of adhesion of Turkish European membership, together with a well delineated and with clears aims integrated strategy of Safety and European Defence, will turn the issue of Safety and Defence of Europe a real one soon.
