Abstract(s)
A tecnologia espacial tornou-se essencial para as atividades quotidianas. A crescente
dependência dos meios espaciais representa um desafio para militares e civis. Com o
desenvolvimento do setor comercial o acesso ao Espaço tornou-se menos dispendioso e o
número de atores tem vindo a aumentar. Esta mudança de paradigma torna o ambiente orbital
mais congestionado, competitivo e contestado, levando a que as nações com capacidade
espacial desenvolvam estratégias que permitam atingir as suas ambições no Espaço. A
vertente militar desempenha um papel importante nesta dinâmica dada a sua dependência na
tecnologia espacial para conduzir operações e pelo desafio que enfrenta ao reconhecer o
Espaço como domínio operacional. Esta investigação analisa a ligação entre a Estratégia
Nacional para o Espaço e as Forças Armadas, procurando sinergias. Inicia-se com uma
abordagem ao contexto internacional, tomando como referência o processo estratégico dos
Estados Unidos da América e do Reino Unido. Através de analogias da biomecânica e da
biologia molecular é efetuada uma análise à ligação entre a Estratégia Nacional para o
Espaço e as Forças Armadas Portuguesas, identificando benefícios. É alcançada a conclusão
de que a atual Estratégia Portugal Espaço 2030 requer um complemento de natureza
securitária que permita materializar as potenciais sinergias.
Space technology became essential to accomplish daily life activities. The growing dependency on space-based assets represents a challenge for both civil and military communities. With the development of the commercial enterprise in the Space sector, access as become more inexpensive and the number of actors as increased. This significant shift turned the space environment more congested, competitive and contested, leading the spacefaring nations into developing strategies to achieve their ambitions in Space. The military plays an important role in this dynamic, given its dependency on space technology to conduct operations, and also facing the challenge to operate in Space as a warfighting domain. This research analyzes the connection between the National Space Strategy and the Armed Forces searching for synergies. It starts by an approach to the international context, taking as a reference the Space strategic process of the United States of America and the United Kingdom. Using analogies from biomechanics and molecular biology, an analysis of the link between the Portuguese Space Strategy and the Portuguese Armed Forces is accomplished, identifying benefits. The research is driven to the conclusion that the current Portugal Space 2030 strategy needs a more security focused complement in order to realize the synergistic potential.
