Abstract(s)
O presente Trabalho de Investigação Aplicada, intitulado de A Implementação de Quadros Permanentes do Exército na Classe de Praças - Estudo caso: Forças Especiais, tem por objetivo geral analisar a viabilidade de criação de um Quadro Permanente na classe de Praças no Exército Português, nomeadamente no que concerne às Forças Especiais. Pretende-se identificar as especialidades e cargos existentes nas Forças Especiais a integrar nesta forma de prestação de serviço e analisar as suas vantagens operacionais, sendo estudado o modelo existente no Corpo de Fuzileiros, numa primeira fase, como ponto de partida do estudo. Atualmente, existe uma diferença entre os três Ramos das Forças Armadas no tratamento desta matéria, uma vez que a Marinha dispõe de um Quadro Permanente na classe de Praças, quando o mesmo não se verifica na Força Aérea e no Exército. Tornase necessário perceber se a criação de um Quadro Permanente na classe de Praças permite obter um melhor retorno do investimento efetuado, visto que os custos de formação de um Praça pertencente às Forças Especiais são geralmente superiores, aos custos de formação de um Praça pertencente ao Exército Regular. Para a realização deste trabalho, optámos por utilizar o método hipotético-dedutivo. Foi efetuada uma revisão bibliográfica acerca desta temática e foi feito um estudo comparativo dos custos de formação das Forças Especiais. Foram recolhidas informações através de, dez entrevistas e cento e cinquenta e três inquéritos, os dados foram tratados com recurso ao programa SPSS® utilizando os métodos qualitativo e quantitativo. Os resultados apurados permitiram verificar que a existência do Quadro Permanente de Praças iria rentabilizar a formação dos militares e contribuir para um maior retorno do investimento realizado. A criação desta forma de prestação de serviço poderia ser uma opção face ao sistema em vigor mas, neste momento, a sua implementação é vista com alguma reticência por parte da Tutela. Porém o tempo é de mudança e de reforma, e esta mudança poderá estar para breve com a implementação do Regime de Contrato de Longa Duração
This work of Applied Investigation, entitled “The Implementation of Permanent Staff of the Army in the Soldiers Class - Case Study: Special Forces”, aims to analyze the viability of creating a Permanent Soldiers Staff in the Portuguese Army, particularly in the Special Forces. It is intended to identify the specialties and positions existing in the Special Forces which could integrate this form of service rendering and to analyze its operational advantages, studying the existing model in the Portuguese “Fuzileiros”, in a first phase, as starting point of the study. Currently, there is a difference in the treatment of this matter between the three Branches of the Armed Forces, since the Navy has a Permanent Staff in the Soldiers class, whereas the Air Force and the Army do not have. It is necessary to understand if the creation of a Permanent Soldier Staff allows a better return of the investment made, since the costs of training a Soldier belonging to the Special Forces are generally higher the Instruction costs of a Soldier of the Regular Army. To accomplish this work, we used the hypothetical-deductive method. A bibliographic review of the theme and a comparative study of the costs of training of Special Forces. We collected data from, ten interviews and one hundred fifty-three surveys, a statistical treatment of the data was made with recourse of SPSS® using the quantitative and qualitative methods. The results obtained allowed us to verify that the existence of the Permanent Soldiers Staff would profit the investment in the instruction of the military and contribute to a greater return of the realized investment. The creation of a Permanent Soldiers Staff in the Special Forces could be an alternative to the current regime but presently its implementation is seen with some reserve by the government. But time is about to change and reform, and this change may soon be accomplished by the implementation of the Long-Term Contract Scheme.
